If we don't speed up the process significantly, or even if we have the odd exception that falls beyond the two-year limit, as currently happens, then all of a sudden we have these people who may slip through the cracks and wind up in this limbo, whereby it's not the responsibility of the shipper to remove them because the sunset clause has removed their responsibility.
