Furthermore, it is appropriate to rely on organisations with which the Commission has concluded framework partnership agreements pursuant to Council Regulation (EC) No 1257/96 , in light of the relevance of the experience acquired by those organisations in providing humanitarian aid in close coordination with the Commission.

3. 3. L'article 1er ne s'applique pas à la fourniture, à la vente ou au transfert d'armes légères et de petit calibre et de matériel connexe, temporairement exportés en Libye pour l'usage exclusif du personnel des Nations unies, des représentants des médias, du personnel humanitaire, du personnel d'aide au développement et du personnel associé, qui auront été préalablement notifiés au comité et en l'absence de décision contraire du comité dans les cinq jours ouvrables suivant cette notification.

1. Within the specific objective laid down in points (a) and (d) of the first subparagraph of Article 3(2) of this Regulation, in the light of the outcome of the policy dialogue as provided for in Article 13 of Regulation (EU) No 514/2014, and in accordance with the objectives of the national programmes defined in Article 19 of this Regulation, the Fund shall support, in particular, the following actions related to resettlement of any third country national who is being resettled or has been resettled in a Member State, and other humanitarian admission programmes:

Reaffirms its concern about the ongoing proliferation of small arms and light weapons (SALW), which cause unnecessary human suffering, exacerbate armed conflict and instability, facilitate terrorism, undermine sustainable development, good governance and the rule of law, and contribute to grave violations of human rights and international humanitarian law; is of the opinion that the appropriate integration of SALW reduction and control strategies must become an integral part of international programmes aimed at conflict prevention and post-conflict peace building; calls on the Member States, the Council and the Commission to get governments to agree on binding provisions to control SALW (including brokering and transfers) through international, regional and national legislation;

In this respect, an assessment of the adequacy of the resources available to the European Community humanitarian aid would be appropriate in light of its comparative advantage.
