He also welcomed Parliament's comments and criticisms. The Commission might not have been sufficiently "aggressive" as some people claimed, but its approach was clear enough: the Single Act, the whole Single Act, and nothing but the Single Act! The Member States had said 'yes' to enlargement; they had signed the Single Act; the next step was to implement their decisions in full. Mr Delors admitted that the Single Act fell short of the Commission's original expectations and he knew that Parliament felt the same way. But the decisions taken had to be put into effect. The Commission did not underestimate the difficulties: the Single Act was the Europe of the possible.
