Following an in-depth investigation, the European Commission has cleared under the EU Merger Regulation Liberty Global's acquisition of a stake in the Belgian media company De Vijver Media NV (“De Vijver”).

A. whereas on 14 December 2014 the Turkish police arrested journalists and media executives, including Ekrem Dumanlı, editor-in-chief of the Zaman newspaper, and Hidayet Karaca, general manager of the Samanyolu broadcasting group; whereas a warrant, issued by a judge in Istanbul, states that they were under criminal investigation for forming an organisation that had ‘by pressure, intimidation and threats attempted to seize state power’ and that they had done so ’through lies, depriving people of their liberty and falsifying documents’;

The European Commission has cleared under the EU Merger Regulation the proposed acquisition of UK cable operator Virgin Media Inc., registered in the US, by the US-based company Liberty Global, Inc. The transaction, with a value of €17.2 billion, would bring together the second largest Pay TV operator in the UK (Virgin Media) and the largest cable operator in Europe (Liberty Global).

– having regard to the work carried out by the OSCE on media freedom, in particular by its Representative on Freedom of the Media, to the related reports, and to the speech delivered by video at the hearing on media freedom held by the Committee on Civil Liberties, Justice and Home Affairs on 6 November 2012,

B. whereas media pluralism and freedom continue to be matters of grave concern in the EU and its Member States, notably in Italy, Bulgaria, Romania, the Czech Republic and Estonia, as highlighted by the recent criticism of the media law and constitutional changes enacted in Hungary between June and December 2010 which has been voiced by international organisations, such as the OSCE and the Council of Europe Commissioner for Human Rights, by a large number of international and national journalists‘ organisations, by editors and publishers, by NGOs active in the areas of human rights and civil liberties, and by Member States and the Commission,
B. considérant que le pluralisme et la liberté des médias continuent d'être un sujet sérieux de préoccupation dans l'Union et dans ses États membres, notamment en Italie, en Bulgarie, en Roumanie, en République tchèque et en Estonie, comme le démontrent les critiques qui ont été exprimées récemment au sujet de la législation hongroise sur les médias et les modifications constitutionnelles en Hongrie, promulguées entre juin et décembre 2010, par des organisations internationales comme l'OSCE et le commissaire aux droits de l'homme du Conseil de l'Europe, par un grand nombre d'organisations nationales et internationales de journalistes, de rédacteurs et d'éditeurs, des ONG actives dans le domaine des droits de l'homme et des libertés civiles, ainsi que par des États membres et par la Commission,

– having regard to the statements by the Commission, to the parliamentary questions tabled and debates held in the European Parliament on 8 October 2009, regarding freedom of information in Italy, and on 8 September 2010, and to the discussions held in the joint meeting of the Committee on Civil Liberties, Justice and Home Affairs (LIBE Committee) and the Committee on Culture and Education (CULT Committee) on 17 January 2011 regarding the Hungarian media law,
