However, one fundamental problem still remains, which is that until all the Member States offer all applicants a level and a quality of protection which are, if not identical, then at least equivalent and of high quality, applicants will continue to have a legitimate interest in submitting their application in one Member State rather than another, or they will be tempted to submit multiple applications and thus to circumvent the provisions of the Dublin system. This is a trend which restrictive application of the family-reunification criterion would only accentuate.
