On 19 November, the new legislature, through an accelerated procedure, amended the Law on the Constitutional Tribunal, introducing the possibility to annul the judicial nominations made by the previous legislature and to nominate five new judges.
Le 19 novembre, la nouvelle assemblée, dans le cadre d'une procédure accélérée, a modifié la loi relative au Tribunal constitutionnel, introduisant la possibilité d'annuler les nominations judiciaires effectuées par l'assemblée précédente et de proposer la nomination de cinq nouveaux juges.

3. Calls for full respect for the constitutional legality of the powers of the Mauritanian President and parliament, implying that the mechanisms for cohabitation between President and parliament and for the balance between executive and legislature need to be adjusted on a basis of respect and within the framework of the constitution, which can be amended only in the interests of greater stability if such amendment is effected in line with the provisions of the constitution and following a large-scale debate including all political forces;

The amendment adapts the Rules of Procedure to the Interinstitutional Agreement between the European Parliament and the Commission on procedures for implementing Council Decision 1999/468 EC laying down the procedures for the exercise of implementing powers conferred on the Commission, namely its paragraph 16., where for the Regulatory procedure with scrutiny it is foreseen that the time-limit for scrutiny by the two branches of the legislature exceptionally starts to run when Parliament receives the final draft implementing measures in the language versions submitted to the members of the comitology- committee and not in all official languages.
The amendment adapts the Rules of Procedure to the Interinstitutional Agreement between the European Parliament and the Commission on procedures for implementing Council Decision 1999/468 EC laying down the procedures for the exercise of implementing powers conferred on the Commission, namely its paragraph 16, where for the Regulatory procedure with scrutiny it is foreseen that the time-limit for scrutiny by the two branches of the legislature exceptionally starts to run when Parliament receives the final draft implementing measures in the language versions submitted to the members of the comitology- committee and not in all official languages.

38. Regrets that, despite repeated and specific requests from the European Parliament, the Commission has yet to bring forward a legislative amendment to Directive 2000/54/EC to address the serious risks to health care workers arising from working with needles and medical sharps; calls on the Commission to expedite the completion of the impact assessment via the Tender (2007/S 139-171103) and expects a suitable amendment to the directive to be adopted well before the end of the legislature in mid-2009, in line with the European Parliament resolution T6-305/2006; calls on to the Commission to implement appropriate prevention and screening measures to reduce the risk of contracting blood borne diseases such as hepatitis C;
38. déplore qu'en dépit des demandes spécifiques renouvelées du Parlement européen, la Commission n'ait toujours pas apporté d'amendement législatif à la directive 2000/54/CE pour faire face aux risques graves encourus par les personnels soignants qui manipulent des aiguilles et des instruments médicaux tranchants; demande à la Commission d'accélérer la réalisation de l'analyse d'impact via l'appel d'offre 2007/S 139 -171103 et souhaite qu'une modification appropriée de la directive soit adoptée avant le terme de l'actuelle législature mi-2009, et ce dans le droit fil de la résolution T6-305/2006 du PE; invite la Commission à mettre en œuvre les mesures appropriées de prévention et de contrôle en vue de diminuer le risque de contracter des maladies transmises par le sang, comme l'hépatite C;

37. Regrets that, despite Parliament's repeated and specific requests, the Commission has yet to propose amending Directive 2000/54/EC with a view to addressing the serious risks to health care workers arising from working with needles and medical sharps; calls on the Commission to expedite the completion of the impact assessment via the Tender (2007/S 139-171103) and calls for an appropriate amendment to be adopted well before the end of the legislature in mid-2009 in line with its abovementioned resolution on protecting European healthcare workers from blood-borne infections due to needlestick injuries; calls on to the Commission to implement appropriate prevention and screening measures to reduce the risk of contracting blood-borne diseases such as hepatitis C;
37. déplore qu'en dépit des demandes spécifiques renouvelées du Parlement, la Commission n'ait toujours pas modifié la directive 2000/54/CE pour faire face aux risques graves encourus par les personnels soignants qui manipulent des aiguilles et des instruments médicaux tranchants; demande à la Commission d'accélérer la réalisation de l'analyse d'impact via l'appel d'offre 2007/S 139 -171103, et souhaite qu'une modification appropriée de la directive soit adoptée avant le terme de l'actuelle législature mi-2009, et ce dans le droit fil de sa résolution précitée sur la protection des travailleurs des services de santé de l'Union européenne contre les infections à diffusion hématogène résultant de blessures par piqûres d'aiguilles; invite la Commission à mettre en œuvre les mesures appropriées de prévention et de contrôle en vue de diminuer le risque de contracter des maladies transmises par le sang, comme l'hépatite C;

Directives 89/665/EEC and 92/13/EEC should therefore be amended by adding the essential clarifications which will allow the results intended by the Community legislature to be attained.
Il convient donc d’apporter aux directives 89/665/CEE et 92/13/CEE les précisions indispensables pour atteindre les résultats recherchés par le législateur communautaire.

The amendments in this report seek to make clear that each national legislature should decide under what conditions co-regulation and/or self-regulation instruments are used at national level, how the interested parties should be appointed to form the relevant bodies and what penalties the legislature imposes in the event of failure by the appointed self-regulation bodies.
Grâce aux amendements que contient ce rapport, il doit être clair que le législateur national décide chaque fois lui-même des conditions dans lesquelles les instruments de corégulation et/ou d'autorégulation sont mis en œuvre au niveau national, des modalités suivant lesquelles les parties intéressées sont mandatées et des possibilités de sanctions qui existent pour le législateur en cas de défaillance des organes d'autorégulation mandatés.

If the common frame of reference is widely accepted as the model in European contract law which best corresponds to the needs of the economic operators, it can be expected also to be taken as a point of reference by national legislatures inside the EU and possibly in appropriate third countries whenever they seek to lay down new contract law rules or amend existing ones.

(3) Experience shows, however, that despite the use of the accelerated method, the Commission's submission of official codification proposals and the legislature's adoption of official codification acts are often delayed, in particular because new amendments to the legal act in question have been adopted in the meanwhile, which leads to the codification work having to start all over again.
(3) L'expérience montre cependant que, malgré l'application de la méthode accélérée, la présentation de propositions de codification officielle par la Commission et l'adoption d'actes de codification officielle par le législateur sont souvent retardées notamment par l'adoption entre-temps de nouvelles modifications de l'acte juridique concerné qui impliquent le recommencement des travaux de codification.
