Is concerned about the way in which the transition from the United Nations Mission in Kosovo (UNMIK) to the new International Civilian Office will be managed; reminds UNMIK that it should remain engaged in Kosovo until the new Office is organised and fully operational; invites the United Nations and the EU to devise means to prevent further loss of international expertise in crucial areas of administration, particularly in view of the fact that Kosovo's Provisional Institutions of Self-Government will need time and assistance to take over certain legislative and executive powers from UNMIK;

Suspension of restrictions on trade with the Bosnian Serbs The United Nations Security Council noted on 26 February 1996 that the conditions laid down in Resolution 1022 (1995) extending the suspension of trade restrictions on the FRY (Serbia and Montenegro) to the Bosnian Serbs had been fulfilled; the Council accordingly adopted, with the United Kingdom delegation abstaining [2] - a Regulation suspending Regulation (EEC) No 990/93 and Regulation (EC) No 2471/94, and repealing Regulation (EC) No 2472/94 and Regulation (EC) No 2815/95 concerning the interruption of economic and financial relations with the Federal Republic of Yugoslavia (Serbia and Montenegro), the United Nations Protected Areas in the Republic of Croatia and those areas of the Republic of Bosnia and Herzegovina under the control of Bosnian Serb forces; and the Representatives of the Governments of the Member States, meeting within the Council, adopted - a Decision suspending Decision 93/235/ECSC and repealing Decision 95/510/ECSC, concerning the interruption of economic relations with the Federal Republic of Yugoslavia (Serbia and Montenegro), the United Nations Protected Areas in the Republic of Croatia and those areas of the Republic of Bosnia and Herzegovina under the control of Bosnian Serb forces.
