Looking at the process in dynamic terms, however, the clear trend which emerges is the irresistible rise of the European Parliament, which, in the wake of the Treaties of Maastricht and Amsterdam, has gained a solid foothold, through the codecision procedure, in the legislative decision-making process and which is exerting very strong pressure with a view to challenging the Council’s monopoly over the scrutiny of secondary lawmaking.
