45. Considers that the Lisbon objective of more and better employment which provides a stable income above the poverty threshold will be attained when Member States take on responsibility in terms of implementing and applying current legislation and when structures are sufficiently modern and dynamic and afford the people of Europe social security and legal certainty; calls on the Commission, therefore, to submit proposals for - a directive to protect the rights of workers in the event of restructuring, - a directive concerning individual redundancies, - a directive concerning social protection in connection with new forms of employment, - a directive on monitoring compliance with minimum regulations, - a directive on a minimum standard of social security;

· Improve and adapt the existing legislation so as to facilitate free movement of workers, notably in the fields of right of residence, family reunion, equal treatment concerning social and tax advantages, equal treatment and social integration of the workers' family, frontier workers, co-ordination of social security, education and training, supplementary pensions and inclusion of third country nationals in the system of co-ordination for social security (these two issues are already the subject of legislative proposals).
· Améliorer et adapter la législation existante pour faciliter la libre circulation des travailleurs, notamment dans les domaines suivants: droit de résidence, regroupement familial, égalité de traitement en matière d'avantages sociaux et fiscaux, égalité de traitement et intégration sociale de la famille du travailleur, travailleurs frontaliers, coordination de la sécurité sociale, éducation et formation, retraites complémentaires et inclusion des ressortissants de pays tiers dans le système de coordination des régimes de sécurité sociale (ces deux questions font déjà l'objet de propositions législatives).
