IN-CONTEXT TRANSLATIONS

In the context of legal migration, mention has very rightly been made here today of the need to increase our dialogue with third countries, specifically those countries which are the source of migration flows.

Welcomes the above mentioned communication from the Commission on applying the global approach to migration to the eastern and south-eastern regions neighbouring the EU; calls on the Member States and the Commission to ensure that sufficient human and financial resources are allocated to the proper implementation of the comprehensive approach to migration; stresses the need for enhanced regional dialogue and cooperation on legal migration and welcomes the idea of setting up regional cooperation platforms for migration, bringing together all relevant actors from the EU side and the regions concerned;

We have been talking about this for some time now: the push factors that drive people to go, the pull factors that tempt people to leave, the importance of relief in the region, the often inhumane conditions in which people find themselves, the intended burden sharing between the Member States, the return of illegal migrants, the lack of opportunities for legal migration, the risk of brain drain not to mention the demographic changes facing us in the Union.

During the high level meeting in Bamako, "the Parties agreed to support the creation by le Mali of the Migration Information and Management Centre".The general objective is the definition and implementation by Mali of a migratory policy adapted to the regional and European policies and dynamics.The specific objective is the setting up of the Migration Information and Management Centre which will implement and coordinate the various elements of Mali's migration policy.The expected results are (i) definition and implementation of an information and communication strategy on the legal conditions for migration and the prevention of irregular migration, (ii) putting in place a mechanism for welcoming, orientating and accompanying potential migrants (iii) putting in place a service for welcoming, orientating and accompanying returnees (iv) productively using the human, financial and technical capital lof the diaspora (v) knowledge and analysis of the migratory flows of relevance to Mali (vi) coordination of the various hierarchical structures so that they can properly steer the above-mentioned components.
