TRADUCTIONS EN CONTEXTE

24. Appreciates the constructive approach of the Serbian Government to relations with neighbouring countries, since this has enabled substantial progress in both regional cooperation and closer relations with the EU, and urges Serbia to continue to build on its good-neighbourly relations; calls on Serbia to promote good-neighbourly relations and the peaceful settlement of disputes, which includes promoting a climate of tolerance and condemning all forms of hate speech or war-time rhetoric and refraining from gestures such as publicly welcoming the return of individuals convicted of war crimes; notes that outstanding disputes and issues, in particular issues of border demarcation, succession, return of cultural goods and disclosure of Yugoslavian archives should be resolved in line with international law and established principles, including through implementation of legally binding agreements, inter alia the agreement on succession issues, and that bilateral disputes should be addressed in the early stages of the accession process in accordance with international law; highlights Serbia’s constructive role in the framework of the ‘Berlin Process’ and the Western Balkan Six initiative and its connectivity agenda; welcomes other initiatives focused on the future of the Western Balkans, in particular the Brdo Process, which proves to be an important framework for cooperation in both political and technical fields, and takes the view that concrete cooperation in areas of mutual interest can contribute to the stabilisation of the Western Balkans; welcomes, in this respect, the first Serbia – Bosnia and Herzegovina joint ministerial meeting, which took place on 4 November 2015 in Sarajevo; calls on Serbia to further promote the stabilisation and institutional strengthening of Bosnia and Herzegovina through its existing contacts and good-neighbourly relations with the country; reiterates its call on the Serbian authorities to initiate further measures for cross-borde ...

A recently finalised Twinning project, for example, helped the Commissariat for Refugees and Migration and the Ministry of the Interior of the Republic of Serbia to deliver on the preparation of a new asylum law and on the reform of the country's asylum system.

Strongly reiterates its concerns about the decision of the Constitutional Court to repeal the guaranteed 22 competences of the Autonomous Province of Vojvodina, leaving a worrying number of unresolved issues which need to be addressed; calls, in this connection, for respect to be shown for the principles of the rule of law and subsidiarity; reminds the parties again that, under the terms of the Constitution, the law on the financing of the Autonomous Province should have been adopted by the end of 2008; encourages the government, therefore, to submit the matter to the parliament without any further delay, as it is vital to the functioning of democracy and the rule of law in Serbia;

Is concerned about the legal and political uncertainty regarding the autonomy of Vojvodina and the rising political tensions between the central and the provincial authorities following the intention of the Vojvodina Assembly to pass a declaration on the province’s autonomy; calls on the Serbian Government to restore the status quo ante and abjure centralising measures and to start immediate negotiations with the government of the Autonomous Province in order to find solutions which respect the principles of rule of law and subsidiarity; reminds the parties that according to the Constitution the law on financing of the Autonomous Province should have been adopted by the end of 2008; thus encourages the Government to draft such a law and submit it to the Parliament without further delay, since this is indispensable for the functioning of democracy and the rule of law in Serbia;

Among the key challenges it faces, Serbia will need to pay particular attention to the key areas of rule of law, particularly the reform of the judiciary, fight against corruption and fight against organised crime, public administration reform, independence of key institutions, media freedom, anti-discrimination and protection of minorities.

In this new demanding phase, Serbia will need to pay particular attention to the key areas of rule of law, particularly the implementation of the reform of the judiciary, fight against corruption and organised crime, public administration reform, independence of key institutions, media freedom, anti-discrimination and protection of minorities.
Dans cette nouvelle phase, exigeante, la Serbie devra prêter une attention particulière aux domaines clés de l'État de droit, dont la mise en œuvre de la réforme du système judiciaire, la lutte contre la corruption et la criminalité organisée, la réforme de l'administration publique, l'indépendance des institutions clés, la liberté des médias, la lutte contre les discriminations et la protection des minorités.

Rather than issuing soothing statements dismissing both the victims and the culprits without pronouncing in favour of either, our leaders should think about their responsibility. Above all, they should put an end to this violation of international law, which Serbia has a right to see respected, as do the other states in the region. This is all the more true because our people are not safe from the tragedy now afflicting the Kosovar Serbs.
Nos dirigeants, plutôt que de rédiger des déclarations lénifiantes renvoyant dos à dos les victimes et les coupables, devraient s’interroger sur leur responsabilité. Ils devraient surtout mettre fin à cette violation du droit international au respect duquel la Serbie a droit comme les autres États de la région, d’autant plus que nos peuples ne sont pas à l’abri du drame que subissent aujourd’hui les Serbes du Kosovo.
