88. Welcomes the conclusion of the negotiations on the Association Agreement with Central America and on the Multi-Party Trade Agreement with Peru and Colombia; stresses, nonetheless, that the EU should continue to give priority to regional integration processes in Latin America; notes with satisfaction that the negotiations on the Association Agreement with Mercosur have resumed, and calls for their swift conclusion;
88. se félicite de la conclusion des négociations relatives à l'accord d'association avec l'Amérique centrale et à l'accord de commerce multipartite avec le Pérou et la Colombie; souligne cependant que l'Union européenne devrait continuer à privilégier les processus d'intégration régionale en Amérique latine; constate avec satisfaction que les négociations relatives à l'accord d'association avec le Mercosur ont repris et demande qu'elles soient menées à bien rapidement;

55. Supports the Latin America Investment Facility (LAIF) proposed by the Commission, as a tangible expression of the EU's commitment to consolidating regional integration and interconnectivity in Latin America; notes that an amount of EUR 100 million has been set aside under the Community budget for the period up to 2013, without prejudice to other possible additional contributions and subsidies from the Member States;
55. soutient la facilité d'investissement en Amérique latine (LAIF) proposée par la Commission, en tant que manifestation tangible de l'engagement de l'UE en faveur de la consolidation de l'intégration régionale et de l'interconnectivité en Amérique latine; prend note de la dotation de 100 millions d'euros prévue jusqu'en 2013 provenant du budget communautaire, sans préjudice des contributions supplémentaires et aides éventuelles que pourraient apporter les États membres;

Notes the creation by the EU of a new Latin America Investment Facility, the main objective of which should be to serve as a lever to mobilise additional financing to diversify investment in Latin America that is intended to foster progress in the priority areas, such as sound public transport and mobility systems, energy saving, renewables, education and research;

Takes note of the decision to set up the Community of Latin American and Caribbean States (CELAC); points out that regional integration is a process that is essential in order to help Latin America adjust to the new global challenges;

Draws attention to the support given by Parliament on numerous occasions to the idea of having a Solidarity Fund for Latin America; notes that, while there is considerable support for such a fund, it would have to be accompanied by greater social commitment from the political and economic leadership of the countries in question; in particular, draws attention to the responsibility of countries with a particularly bad record of income distribution to seek to rectify this; notes that the EU should pursue social objectives in these countries by both delivering aid and convincing the countries in question to do more themselves, and that a satisfactory balance between these two elements should be found;

(3) Whereas the European Council meeting in Madrid on 15 and 16 December 1995 called on the Council and the Commission to implement the Declaration on the Euro-Mediterranean partnership and the work programme drawn up at the Barcelona Conference with the Mediterranean countries (Algeria, Cyprus, Egypt, Israel, Jordan, Lebanon, Malta, Morocco, Syria and Tunisia, Turkey, Gaza-West Bank); whereas, at the same meeting, the European Council confirmed the importance of the EIB's role as an instrument of cooperation between the Community and Latin America and called on the EIB to intensify its activities in the region; whereas the European Council also noted with respect to enlargement that the continued activities of the EIB will allow an overall increase in the input for accession preparations;
(3) considérant que, lors de sa réunion de Madrid des 15 et 16 décembre 1995, le Conseil européen a invité le Conseil et la Commission à mettre en oeuvre la déclaration sur le partenariat euro-méditerranéen et le programme de travail établi à la conférence de Barcelone avec les pays méditerranéens (Algérie, Chypre, Égypte, Israël, Jordanie, Liban, Malte, Maroc, Syrie et Tunisie, Turquie, Gaza et la Cisjordanie); que, lors de la même réunion, le Conseil européen a confirmé l'importance du rôle de la BEI en tant qu'instrument de coopération entre la Communauté et l'Amérique latine et a invité la Banque à intensifier ses activités dans la région; que le Conseil européen a également noté, en ce qui concerne l'élargissement, que la poursuite des activités de la BEI permettra un accroissement global de l'assistance aux préparatifs en vue de l'adhésion;

The Commission notes that the strategy concerning Latin America continues to be that set out in its communication of March 1999 on a new EU-Latin American partnership on the eve of the 21st century.

Nevertheless, the Commission notes that the FTAs should have a wider scope of content than the existing ones in the context of neighbourhood policy, the Economic Partnership Agreements (EPAs) currently being negotiated with the African, Caribbean and Pacific (ACP) countries, or the Association Agreements with Latin America and the Andean Community.
