Where Member States have clear evidence of a cost benefit in relation to the traditional control means in the detection of fishing vessels, they shall use a vessel detection system allowing them to match the positions derived by remotely sensed images sent to earth by satellites or other equivalent systems with the data received by vessel monitoring system or automatic identification system, in order to assess the presence of fishing vessels in the area.
Lorsque les États membres disposent d’indications claires selon lesquelles ce système est plus rentable pour localiser des navires de pêche que les moyens de contrôle traditionnels, ils utilisent un système de détection des navires qui leur permet de recouper les positions obtenues grâce aux images de télédétection envoyées par des satellites ou d’autres systèmes équivalents avec les données reçues par le système de surveillance des navires ou le système d’identification automatique, afin d’établir la présence de navires de pêche dans la zone.

Experience gained in 2004-2007, within the framework of Decision No 1445/2000/EC of the European Parliament and of the Council of 22 May 2000 on the application of aerial-survey and remote-sensing techniques to the agricultural statistics for 1999 to 2003 , as amended, and prior decisions such as, notably, Council Decision 88/503/EEC of 26 September 1988 adopting a pilot project on remote sensing applied to agricultural statistics , has enabled the agro-meteorological system for forecasting yields and monitoring land and crop conditions to achieve an advanced operational and development stage, and to demonstrate its effectiveness.
L’expérience acquise au cours de la période 2004-2007, dans le cadre de la décision no 1445/2000/CE du Parlement européen et du Conseil du 22 mai 2000 portant sur l’application de techniques d’enquêtes aréolaires et de télédétection aux statistiques agricoles pour la période 1999-2003 et des décisions antérieures, telles que, notamment, la décision 88/503/CEE du Conseil du 26 septembre 1988 arrêtant un projet pilote de télédétection appliquée aux statistiques agricoles , a permis au système agrométéorologique de prévision des rendements et de suivi de l’état des terres et des cultures d’atteindre un stade opérationnel et de développement avancé, et de démontrer son efficacité.

Remote sensing has thus demonstrated that it provides a response tailored to the management needs of the CAP, and that the needs identified cannot be met by the traditional agricultural statistics and forecasting systems.
La télédétection a ainsi démontré qu’elle apporte une réponse adaptée aux besoins de gestion de la PAC et que les besoins recensés ne peuvent être satisfaits par les systèmes classiques de statistiques et de prévisions agricoles.

The detailed implementing rules for measures to be undertaken by the Commission within the framework of the CAP making use of remote sensing should, however, be adjusted and reorganised, and the operational measures undertaken within the framework of this system should be separated from those which require more research and development work.
