Recognises that, in times of demographic change and other processes affecting the EU as a whole, the Roma population, which has been part of our common heritage for centuries and is the largest ethnic minority in the EU, should be given incentives through good quality education, decent housing and job opportunities to fully integrate into the work place and contribute to smart, sustainable and inclusive economic development as foreseen in the EU 2020 strategy, in particular in the ‘European Platform against Poverty’ initiative; takes the view that social inclusion is a precondition for achieving the EU 2020 strategy objectives; calls on the Member States and the local and regional public authorities, therefore, to increase their efforts now, by reinforcing their effective strategies for addressing the specific circumstances (deep poverty, lack of education and access to social services, poor health conditions, lack of civil registration documents, segregated and substandard housing, low level of employment) of marginalised communities, as an imperative in order to combat social exclusion of the Roma population and contribute to further integration within Member States; emphasises that a successful policy is a mixture of approaches taking social, economic and cultural factors into account;
4. reconnaît que, vu les évolutions démographiques et les autres processus qui touchent l'UE dans son ensemble, la population rom, qui fait partie de notre patrimoine commun depuis des siècles et qui représente la minorité ethnique la plus importante dans l'UE, devrait bénéficier d'incitations – grâce à une éducation de qualité, à des logements décents et à des possibilités d'emploi – pour s'intégrer pleinement au marché du travail et contribuer ainsi au développement économique intelligent, durable et inclusif comme prévu dans la stratégie UE 2020, en particulier dans l'initiative "plateforme européenne contre la pauvreté"; considère que l'inclusion sociale est une condition préalable à la réalisation des objectifs de la stratégie Europe 2020; demande par conséquent aux États membres et aux autorités publiques régionales et locales d'accroître dès à présent leurs efforts en renforçant leurs stratégies visant à résoudre effectivement les difficultés spécifiques (extrême pauvreté, absence d'éducation et d'accès aux services sociaux, mauvaises conditions sanitaires, absence de documents d'état civil, ségrégation et médiocrité du logement, faible niveau d'emploi) des communautés marginalisées, comme il est impératif de le faire pour lutter contre l'exclusion sociale des populations roms et contribuer à une meilleure intégration au sein des États membres; souligne qu'une politique efficace résulte d'une combinaison d'approches qui tiennent compte des facteurs sociaux, économiques et culturels;
