What satisfies the tests of having been fairly and adequately consulted if that is what is mandated in the legislation? I would like to speak to that briefly because we believe if the fruit of genuine consultation is a quality piece of legislation, such as Bill C-2, then what can we anticipate with Bill C-7, the first nations governance act, with a consultation process that all parties agree is largely flawed, incomplete and less than comprehensive?
