Large-scale cyber-attacks affect many countries both within and outside the EU, as was the case for the WannaCry and the (non)Petya attacks.

In response to the changing challenges, the Union has updated its priorities for network and information security policy in a number of documents, including the 2006 Commission Communication A strategy for a Secure Information Society — Dialogue, partnership and empowerment, the Council Resolution of 2007 on a Strategy for a Secure Information Society in Europe, the 2009 Communication Critical Information Infrastructure Protection – ‘Protecting Europe from large scale cyber-attacks and disruptions: enhancing preparedness, security and resilience’, the 2009 Presidency Conclusions of the Ministerial Conference on Critical Information Infrastructure Protection (CIIP) in Tallinn, the Council Resolution of 2009 on a collaborative European approach to Network and Information Security, the 2011 Presidency Statement following the Ministerial Conference on CIIP in Balatonfüred and the 2011 Council conclusions on Critical Information Infrastructure Protection "Achievements and next steps: towards global cyber-security".

In 2009 the Commission adopted a communication on “Protecting Europe from large-scale cyber attacks and cyber disruptions: enhancing preparedness, security and resilience”. With this communication the Commission set the “CIIP action plan”, with the aim to stimulate and support the safety of the critical information infrastructures both at national and Union level. The plan defines the specific roles of the Commission, ENISA, the Member States and industry.
