With respect to the government's immigration targets and with reference to the document entitled “Not Just Numbers, A Canadian Framework for Future Immigration”, could the government indicate: (a) why an annual immigration target of 1% of Canada's population was chosen and what research material supports the selection of that percentage instead of a higher or lower percentage; (b) what research the government has drawn upon in determining the proportion of immigration which should be entrepreneurial class, family reunification class or other class; (c) what research the government has conducted or referred to in assessing the impact on Canada's medical system and social programs from the existing and proposed levels of family reunification class immigration; (d) what research the government has conducted to determine whether the economic contribution to Canada from immigration has been rising or falling over the past 30 years, and whether such a rise or fall in economic contribution is a result of the changes in target levels for specific class of immigrants; and (e) why the government no longer considers it an important requirement that prospective immigrants be proficient in one of Canada's official languages, and what studies it has drawn upon to conclude that relaxation of the language requirement will not cause serious social stresses and problems for new entrants?

Could it be that wishing to support and assist “the development of minority official languages communities in Canada” and enhance “the vitality of the English and French linguistic minority communities in Canada” within the framework of immigration legislation could have the direct effect in Quebec of favouring the English-speaking minority in Quebec to the long term detriment of the very existence of the French-speaking minority in Canada?

(Return tabled) Question No. 865 Ms. Kirsty Duncan: With respect to cuts in government funding to newcomer settlement organizations: (a) how does this policy reflect Canada’s commitment to cultural diversity; (b) what, if any, needs assessments of newcomers to Canada have been undertaken over the last five years, if none were undertaken, why not, and of those undertaken, (i) when were they undertaken, (ii) by whom, (iii) what were the results, (iv) what were the chief recommendations; (c) what was the detailed process undertaken to examine funding of newcomer settlement programs, which led to the government's cuts; (d) over the past five years, how much money did the government promise to invest in newcomer settlement services, by province and territory, and what amount was actually invested in newcomer settlement services, by province and territory; (e) how was the decision to cut $53 million from newcomer settlement organizations made, (i) what were all the procedural steps in the decision-making process, (ii) what stakeholders were consulted, (iii) which departments were involved in the decision-making process, (iv) what formulas were used, (v) how was it determined that 85 percent of the cuts were necessary in Ontario; (f) what percentage of the Ontario cuts to newcomer settlement organizations were made in the Greater Toronto Area (GTA); (g) how many newcomers arrived in Canada in each of the last five years, (i) how many newcomers arrived in each of the provinces and territories, (ii) how many people settled in each of the provinces, (iii) how many people settled in each of Canada’s ten largest cities; (h) what information does the government have regarding the movement of newcomers from one province to another or from one city to another in the newcomers' first three years after arrival in Canada; (i) from which countries did the newcomers arrive in each of the last five years and, for each country identified, (i) what are the official languages spoke ...

When I decided to personally seek the support of the Official Languages Act to help francophone pilots, francophone technicians and the general Canadian public in using one of the official languages to travel in Canada on Air Canada, which was a Crown company at that time, I thought the Official Languages Act could be of help and support.
