In non-anglophone countries recent trends to provide teaching in English may have unforeseen consequences on the vitality of the national language.

The NDP is therefore calling on the Government of Canada, in partnership with the provinces and territories and through CMEC, during the negotiation of future memoranda of understanding, to develop a strategy to create a continuum of French second-language learning, from elementary school to post-secondary institutions through to the labour market; to take the necessary steps to promote access to French as second language programs at the post-secondary level; and to improve, based on the resources available, its support for French as a second language programs in Quebec so that anglophone minority schools in that province can offer high-quality French as a second language programs, thereby contributing to the vitality of the anglophone minority in Quebec.

As an anglophone, I too did not receive simultaneous translation of the technical briefing session; so it was not a matter merely of francophone members who have now put the issue squarely before you that they could not understand in their language, but as an anglophone, portions of the technical briefing session were not in my language— If it wasn't in English or in French, then what language was it in? in English that is, Mr. Speaker, because there were problems with the interpretation.

(Return tabled) Question No. 986 Mr. Yvon Godin: With regard to the Governor in Council appointment process for the Privy Council Office from 2005 to 2013 inclusively: (a) how many people work at the Senior Personnel and Special Projects Secretariat, and what is the language profile for each of their positions; (b) how many appointments were made; (c) what is the list of all the positions granted through Governor in Council appointments and how many positions are on the list; (d) how many of the job postings include or included language requirements, (i) how are these requirements worded, (ii) what criteria were used to determine these requirements, (iii) are the language requirements for each of these positions recorded, (iv) were the federal institutions involved consulted before the language requirements were determined, (v) was the Treasury Board Secretariat consulted regarding the drafting of these postings, (vi) was the Office of the Commissioner of Official Languages consulted regarding the drafting of these postings; (e) are there guidelines for the linguistic designation of positions as regards official languages and, if so, (i) what are they, (ii) who created them, (iii) are they systematically consulted before each appointment; (f) what is the proportion of appointments for each of the provinces and territories; (g) what is the proportion of anglophones and francophones who are appointed and how is this information recorded; and (h) is the proportion of bilingual anglophones and francophones on boards of directors appointed by the Governor in Council recorded and, if so, what is it?

Question No. 217 Mr. Yvon Godin: With regard to the National Defence Official Languages Program Transformation Model: (a) who exactly must be bilingual under the Model; (b) do all National Defence members have the right to receive orders from their superiors in English or French and what is the rationale for this; (c) has National Defence ever required all its members to be bilingual; (d) is the Model consistent with the Official Languages Act and on what criteria is this answer based; (e) does the Model run counter to all the efforts made in the past to comply with the Official Languages Act; (f) what method is used, and by what means, to ensure that working groups within units can provide services in both official languages when necessary; (g) how will the adoption of a “functional” approach ensure that National Defence complies with the Official Languages Act more fully than in the past; (h) which recommendations by the former Commissioner of Official Languages were not included in the Model and why; (i) where are the English, French and bilingual units located; (j) can a unilingual member serve as superior to someone who does not understand the member’s language; (k) will the Model increase the isolation and lack of understanding between the linguistic groups, in addition to aggravating tensions between Anglophones and Francophones, and have these aspects been considered; (l) what evaluation criteria and processes are used to designate a unit bilingual, Anglophone or Francophone; (m) will only bilingual and Francophone units receive services in French; (n) will the Model provide greater opportunities for advancement and equality for Francophones and why; (o) will the Model affect the number of positions for English and French teachers, program designers, curriculum developers for English and French courses and technical and administrative staff and, if so, how; (p) who will be required to reach the CBC level; (q) how will priority be given for la ...

The second point that we emphasized in the paper is the very high level of support today for the importance of learning a second language, and for learning French as a second language in particular, if you are an anglophone in Canada: 77 per cent of anglophones outside Quebec will say it is important for their children to learn a second language, 74 per cent will say that the second language that is most important for their children to learn is French and 75 per cent of anglophones outside Quebec who do not speak French say they wish they did.
