F. whereas in its report to the 2015 International Labour Conference, the International Labour Organisation Committee on the Application of Standards (CAS) listed the Kyrgyz Republic among the countries still concerned by a failure to submit the instruments adopted by the Conference to the competent authorities; whereas the CAS also noted that no information had yet been received from the country regarding most of the observations and direct requests of the Committee of Experts, to which replies had been requested for the period ending 2014; whereas the CAS decided to mention the cases in the corresponding paragraph of the General Report; whereas, moreover, the CAS regretted that the Government of the Kyrgyz Republic had failed to take part in the discussions concerning its country and the fulfilment of its reporting and other standards-related obligations;

That is the aim of the Protocol of 2014 to the Forced Labour Convention, 1930, of the International Labour Organisation, with which this recommendation from the European Parliament’s Committee on Employment and Social Affairs is concerned.

7. Takes the view that the proposed exercise should focus first and foremost on the very aims of the multilateral trade system, to ensure that they are mutually supportive and consistent with the action being taken by other international organisations; considers in particular that the coordination of WTO activities with those of the International Labour Organisation ( ILO), the United Nations Food and Agriculture Organisation (FAO), the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), the World Health Organisation (WHO), the United Nations Conference on Trade and Development (UNCTAD) and the Kyoto programme on renewable energy, should be strengthened, in order to ensure greater consistency in the decision-making process of those organisations; in this connection, believes that the ILO should be granted observer status and that a committee on trade and decent employment should be set up modelled on the Committee on Trade and Environment;
7. estime que l'exercice proposé devrait porter en premier lieu sur les finalités mêmes du système commercial multilatéral, dans un souci de cohérence avec l'action menée par d'autres organisations internationales; estime en particulier nécessaire de renforcer la coordination des activités de l'OMC avec celles de l'OIT, de l'Organisation des Nations unies pour l'alimentation et l'agriculture (FAO), du Programme des Nations unies pour l'environnement (PNUE), de l'Organisation mondiale de la santé (OMS), de la Conférence des Nations unies sur le commerce et le développement (CNUCED) et du Protocole de Kyoto sur les énergies renouvelables, afin de garantir une plus grande cohérence du processus de prise de décision de ces organisations; est d'avis, dans ce cadre, d'octroyer à l'OIT un statut d'observateur et d'instituer un comité "commerce et travail décent" sur le modèle du comité "commerce et environnement";

10. Is concerned that the report by the committee of experts of the International Labour Organisation has established a large number of violations by the Member States against ILO Conventions, including violations against the following basic international labour standards:

However, in the occupational pensions field, the European Insurance and Occupational Pensions Committee should not address labour and social law aspects such as the organisation of occupational regimes, in particular compulsory membership and the results of collective bargaining agreements.
