(27) In order to ensure that the necessary rules for the proper functioning of the identification, registration and traceability of bovine animals and of beef are applied, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the requirements for alternative means of identification of bovine animals; the special circumstances in which Member States are to be permitted to extend the maximum periods for the application of the means of identification; data to be exchanged between the computerised databases of the Member States; the maximum period for certain reporting obligations; the requirements for the means of identification; the addition of means of identification to the list set out in Annex -I; the rules concerning the information from the computerised database to be included in the animal passports and in the individual registers to be kept on each holding; the identification and registration of movements of bovine animals when put out to seasonal grazing including transhumance ; rules for labelling certain products which should be equivalent to the rules laid down in Regulation (EC) No 1760/2000; the labelling provisions relating to a simplified presentation of the indication of origin for cases of very short stay of an animal in the Member State or third country of birth or of slaughter; and the definitions and requirements applicable to terms or categories of terms that may be put on the labels of pre-packed fresh and frozen beef and veal .

(22) In order to ensure that the necessary rules for the proper functioning of the identification, registration and traceability of bovine animals and beef are applied, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of requirements for alternative means of identification of bovine animals, special circumstances in which Member States may extend the maximum periods for the application of the means of identification, data to be exchanged between the computerised databases of the Member States, the maximum period for certain reporting obligations, the requirements for means of identification, the information to be included in the passports and in the individual registers to be kept on each holding, the minimum level of official controls, the identification and registration of movements of bovine animals when put out to summer grazing in different mountain areas , rules for labelling certain products which should be equivalent to the rules laid down in Regulation (EC) No 1760/2000, the definitions of minced beef, beef trimmings or cut beef, the specific indications that may be put on labels, the labelling provisions related to the simplification of the indication of origin, the maximum size and composition of certain groups of animals, the approval procedures related to labelling conditions on packaging of cut meat and the administrative sanctions to be applied by the Member States in cases of non-compliance with Regulation (EC) No 1760/2000.

Council Directive 67/548/EEC of 27 June 1967 on the approximation of laws, regulations and administrative provisions relating to the classification, packaging and labelling of dangerous substances (9), Directive 1999/45/EC of the European Parliament and of the Council of 31 May 1999 concerning the approximation of the laws, regulations and administrative provisions of the Member States relating to the classification, packaging and labelling of dangerous preparations (10) and Regulation (EC) No 1272/2008 of the European Parliament and of the Council of 16 December 2008 on classification, labelling and packaging of substances and mixtures (11) provide for the labelling of substances classified as ODS and the labelling of mixtures containing such substances.

That Regulation will replace Council Directive 67/548/EEC of 27 June 1967 on the approximation of the laws, regulations and administrative provisions relating to the classification, packaging and labelling of dangerous substances (4) as well as Directive 1999/45/EC of the European Parliament and of the Council of 31 May 1999 concerning the approximation of the laws, regulations and administrative provisions of the Member States relating to the classification, packaging and labelling of dangerous preparations (5).
Ce règlement remplacera la directive 67/548/CEE du Conseil du 27 juin 1967 concernant le rapprochement des dispositions législatives, réglementaires et administratives relatives à la classification, à l’emballage et à l’étiquetage des substances dangereuses (4), ainsi que la directive 1999/45/CE du Parlement européen et du Conseil du 31 mai 1999 concernant le rapprochement des dispositions législatives, réglementaires et administratives des États membres relatives à la classification, à l’emballage et à l’étiquetage des préparations dangereuses (5).

2. The objective of this Regulation is also to ensure that the provisions of Council Directive 67/548/EEC of 27 June 1967 on the approximation of laws, regulations and administrative provisions relating to the classification, packaging and labelling of dangerous substances , and Directive 1999/45/EC of the European Parliament and the Council of 31 May 1999 concerning the approximation of the laws, regulations and administrative provisions of the Member States relating to the classification, packaging and labelling of dangerous preparations regarding the classification, packaging and labelling of chemicals dangerous to man or the environment when they are placed on the market in the European Community shall also apply to all such chemicals when they are exported from the Member States to other parties or other countries, unless these provisions would conflict with any specific requirements of those parties or other countries.
2. L'objectif du présent règlement est aussi d'assurer que les dispositions de la directive 67/548/CEE du Conseil, du 27 juin 1967, concernant le rapprochement des dispositions législatives, réglementaires et administratives relatives à la classification, l'emballage et l'étiquetage des substances dangereuses et de la directive 1999/45/CE du Parlement européen et du Conseil, du 31 mai 1999, concernant le rapprochement des dispositions législatives, réglementaires et administratives des États membres relatives à la classification, à l'emballage et à l'étiquetage des préparations dangereuses , en ce qui concerne la classification, l'emballage et l'étiquetage des substances chimiques dangereuses pour l'homme ou l'environnement, qui sont applicables à ces substances lorsqu'elles sont mises sur le marché dans la Communauté, s'appliquent également à ces substances lorsqu'elles sont exportées des États membres vers d'autres parties ou d'autres pays, sauf si ces dispositions sont incompatibles avec des exigences particulières de ces parties ou autres pays.

General labelling provisions and definitions are contained in Council Directive 79/112/EEC of 18 December 1978 on the approximation of the laws of the Member States relating to the labelling, presentation and advertising of foodstuffs for sale to the ultimate consumer( ), as last amended by Directive 97/4/EC of the European Parliament and of the Council( ) , and do not need to be repeated. This Directive can therefore be confined to the necessary additional provisions.
