Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. In the same declaration, the Union, its Member States, Croatia and Iceland also stated, in line with Article 4(1) of the Kyoto Protocol which allows parties to fulfil their commitments under Article 3 of the Kyoto Protocol jointly, that Article 3(7 ter) of the Kyoto Protocol will be applied to the joint assigned amount pursuant to the agreement on joint fulfilment by the Union, its Member States, Croatia and Iceland and will not be applied to any Member State, Croatia or Iceland individually.

I will now move on to sustainable development and the Kyoto Protocol, both of which are obviously also closely linked to the Lisbon Strategy, given that this morning we came to the conclusion that the environmental aspect of the Lisbon Strategy should be retained or even given extra weight. The Gothenburg Summit took place, which was promising, and there were several positive aspects, particularly Kyoto, which was saved thanks to the initiative of the Belgian Presidency and the European Commission, in spite of the negative attitude, once again, of the United States. But the Kyoto protocol is no more than one tool of many, and is even a rather disappointing tool in terms of its initial ambitions.
