12. engage le gouvernement turc à réorienter concrètement sa politique en vue d'améliorer la situation des droits de l'homme de tous ses citoyens, y compris ceux qui appartiennent à des identités dont les racines plongent dans l'histoire de ce pays, en mettant fin aux discriminations politiques, sociales et culturelles dont ils sont victimes, afin de trouver, pour ceux d'origine kurde, une solution politique respectant l'intégrité territoriale de la Turquie; invite également les autorités turques à entreprendre un dialogue avec les représentants politiques de la communauté kurde, notamment avec les maires de la région du Sud-Est;
