Our committee has heard a fair bit about tensions from the Kurdish community, and I know there have been initiatives from the government to try and improve infrastructure in areas where there is a strong Kurdish community and the issue of them integrating more into the Turkish mainstream.

One third of the PKK members are of Syrian-Kurdish origin, so whatever happens within the Syrian-Kurdish community has a direct political and security impact on Turkey.

The work of the government has been difficult because on the one hand the Turkish people remain a nationalistic people, and on the other hand they also believe progress has to be made and this question cannot last forever because it brings with it violence and uncertainty and creates a situation of instability within the country, not only regionally but with other Kurdish groups. Strongly supports the government’s initiative of striving for a settlement of the Kurdish issue on the basis of negotiations with the PKK, with the aim of putting a definitive end to the PKK’s terrorist activities; welcomes the fact that education in Kurdish is now allowed in private schools and encourages the government to put in place the necessary reforms aimed at promoting the social, cultural and economic rights of the Kurdish community, including through education in Kurdish in public schools, on the basis of adequate consultation of relevant stakeholders and of the opposition, and with the overall aim of facilitating a real opening to the claims for basic rights for all citizens in Turkey; asks Turkey to sign the Council of Europe’s European Charter for Regional or Minority Languages; expresses concern at the large number of cases launched against writers and journalists writing on the Kurdish issue and at the arrest of several Kurdish politicians, mayors and members of municipal councils, trade unionists, lawyers, protesters and human rights defenders in connection with the KCK trial; calls on the opposition to actively support negotiations and reforms as an important step for the benefit of Turkish society at large; calls on the Turkish authorities and the Commission to cooperate closely on assessing which Instrument for Pre-Accession Assistance (IPA) programmes could be used to promote sustainable development in the south-east in the framework of negotiations on Chapter 22;

They are not feeling nearly the same kinds of challenges partly because they are going into Kurdish communities and they don't have a financial burden per se. Nevertheless, it only strengthens what we're going to see as the resolve of the Kurdish people in Iraq to eventually call for their autonomy, which I will talk about.

Calls on the Turkish Government to pursue a democratic solution to the Kurdish issue following Prime Minister Erdoğan's encouraging statement of last year; considers it essential to strike a balance between the need to control the situation as regards security, avoiding civil-military strains, and effectively promoting the political dialogue and the economic and social development of the south-east region through a comprehensive strategy supported by adequate means; calls on the Turkish Government to invest in the socio-economic development of the south east, to address the disparities between the national average and the east and south east in, inter alia, unemployment, access to education, and housing and health care and to engage in a constructive dialogue with peaceful interlocutors; calls on the elected representatives of the Kurdish community to respond positively to any such dialogue with the Turkish Government, upholding firmly the principle of non-violence; recalls in this context the importance of allowing elected Kurdish representatives to participate more strongly in the democratic process by appropriate means such as reducing the electoral threshold; emphasises the need for the establishment of an efficient decentralised administration;
