2. For the purposes of this Regulation: (a) research and development of products or processes means the acquisition of technical knowledge and the carrying out of theoretical analysis, systematic study or experimentation, including experimental production, technical testing of products or processes, the establishment of the necessary facilities and the obtaining of intellectual property rights for the results;

Seven broad areas have been selected as those best able to benefit both from progress in information and communications technologies and from the European dimension: - administrations most affected by the implementation of the internal market (customs, social security, indirect taxation, frontier police, statistics); - transport services, in order to improve their safety, environmental protection and performance aspects; - health care services, in order to enable medical teams to take advantage of new observation and communications facilities of benefit to patients; - distance learning services, to facilitate advanced training and the acquisition of occupational qualifications; - libraries, in order to allow as many people as possible to have access to European knowledge; - linguistic research and engineering, in order to reduce the constraints on information exchange due to language differences, but without diminishing the cultural wealth that they represent; - telematics systems in rural areas.
Sept grands domaines, les mieux à même de bénéficier à la fois des progrès des technologies de l'information et des communications et de la dimension européenne sont définis : - les administrations les plus concernées par la mise en oeuvre du marché intérieur (douanes, sécurité sociale, fiscalité indirecte, police des frontières, statistiques); - les services de transport afin d'améliorer leurs conditions de sécurité, la protection de l'environnement et leurs performances; - les services de soins de santé afin que les équipes médicales puissent profiter de possibilités nouvelles d'observation et de communications au bénéfice des patients; - les services de formation à distance afin de faciliter l'approfondissement et l'acquisition de qualifications professionnelles; - les bibliothèques afin de permettre au plus grand nombre d'accéder au savoir européen; - la recherche et l'ingénierie linguistique afin d'atténuer les contraintes aux échanges d'information dues aux différences de langues, sans pour autant diminuer la richesse culturelle qu'elles représentent. - les systèmes télématiques dans les zones rurales.
