The KVM personnel in this region were operating under the direction that upon the first inclination or information that there had been an outbreak of violence, whether KLA provocation or otherwise, the verifiers were to go towards the threatening Serb artillery installations and into the village itself. Their presence was an attempt to head off the escalation of violence that the Serb authorities were prone to.

The declaration within the resolution of the need for a multi-ethnic Kosovo is all well and good, but to call on the KLA to safeguard this multi-ethnicity may be seen as rather black humour, particularly as one paragraph prescribes the disarmament of the military and paramilitary groups of the KLA itself, which I can only assume is because they are considered a threat to the progress of (multi-ethnic?) Kosovo!
Proclamer la nécessité d'un Kosovo pluriethnique est fort louable, mais demander que ce caractère pluriethnique soit garanti par l'UCK ne peut relever que de l'humour noir. D'autant que, comme un autre paragraphe réclame le désarmement des forces et milices de la même UCK, je suppose que celle-ci est considérée comme une menace pour la marche vers ce Kosovo (pluriethnique?)!!!

Secondly: another decisive point – as Mr Brok mentioned – is that we expect the Albanian majority in Kosovo to distance itself from all the small groups – not the Albanians per se in Macedonia, but the small groups, the KLA or quasi-KLA organisations up to no good in Macedonia. This is absolutely essential because Macedonia has a democracy, unlike in former Yugoslavia, where it is understandable up to a point when people take up arms in order to defend themselves against terrorism and repression.
Deuxièmement : il est également tout à fait déterminant - cela aussi, notre collègue Brok l’a évoqué -, que nous réclamions de la majorité albanaise du Kosovo qu’elle trace très clairement une frontière, une ligne de démarcation très nette qui la sépare de tous les petits groupes - non pas des Albanais de Macédoine, mais des petits groupes, tels que l’UÇK ou d’autres organisations similaires -, qui agissent en Macédoine, ce qui ne se justifie absolument pas, puisque la démocratie règne en Macédoine - à la différence de la situation qui prévalait dans l’ancienne Yougoslavie et au sujet de laquelle je peux comprendre, dans une certaine mesure, que l’on ait pu recourir aux armes pour se défendre contre la terreur et la persécution.
