Senator Lynch-Staunton referred to the letter that Mr. Kingsley had sent, under the circumstances he described, to the chairs of one of the House of Commons committees and one of our own committees last July 15 to inform them that Elections Canada would be able to be ready for a writ by April 1, 2004.
