This arrangement will apply from the date on which the Government of the United Kingdom informs the General Secretariat of the Council of the body which it has designated to make the translations referred to in paragraphs 1, 2 and 7, subject to the General Secretariat of the Council having informed the Government of the United Kingdom that the measures necessary for the implementation of this arrangement by the General Secretariat of the Council have been put in place.

As soon as expenditure corresponding to the liabilities referred to in point (b) of Article 1 exceed 1 629 000 000 GBP in December 2002 value, the United Kingdom shall submit enhanced additional reports to the Commission demonstrating that the Government payments are restricted to meeting the liabilities referred to in that point, and that proper steps have been taken to limit expenditure to the minimum necessary to meet those liabilities.
