The whole process has since the outset been underpinned by significant contributions from the international community aimed at providing, in difficult conditions, the indispensable "stability" required to push ahead with the material, social and economic rehabilitation of Khmer society after more than twenty years of war.
Ce processus a été encouragé depuis ses débuts par les engagements significatifs de la communauté internationale afin de garantir, dans des conditions difficiles, une "stabilité" indispensable à la poursuite du processus de réhabilitation matérielle, sociale et économique de la société khmère, émergeant d'une guerre de plus de vingt ans.
