– (FR) Mr President, Commissioner, Mrs Kauppi, please allow me, on behalf of the Socialist Group in the European Parliament, to add to the positive comments that have already been made.
– Monsieur le Président, bonsoir Monsieur le Commissaire, Madame la Rapporteure, permettez-moi, au nom du groupe socialiste, de m’associer aux paroles aimables qui vous ont déjà été adressées.

You already confirmed, I think, what many of us feel – that with all the work that is currently going on to implement the Services Directive, the Green Paper on the consumer acquis, which we have just considered and which will result in a horizontal instrument in that area plus the other work that is going on – which my colleague from the Committee on Legal Affairs, Ms Kauppi, and I know Ms Wallis will cover later – I think it is much too early to contemplate any further detailed provisions at this stage. It is absolutely clear that we do need to monitor this, but of course within the Services Directive itself, with all the work we put in it, there are a very substantial number of provisions.
Vous avez déjà confirmé, je pense, le sentiment qu’ont beaucoup d’entre nous, à savoir qu’avec tout le travail qui est actuellement en cours en vue de la mise en œuvre de la directive Services, du Livre vert sur la révision de l'acquis communautaire en matière de protection des consommateurs, que nous venons de considérer et qui donnera lieu à un instrument horizontal dans ce domaine, sans compter l’autre travail en cours qui sera couvert par ma collègue de la commission des affaires juridiques, Mme Kauppi, et comme je le sais Mme Wallis, je pense, qu’à ce stade, il est bien trop tôt pour envisager d’autres dispositions détaillées.

This is already the case, and it will increasingly become so where Russia and the issue of Siberian overflights are concerned, as Mrs Kauppi highlighted a short while ago. There is also the fact that these overflights are the subject of arbitrary charges.
C’est déjà le cas et ce le sera de plus en plus avec la Russie, concernant le survol de la Sibérie, comme vient de le souligner Mme Kauppi, sans compter que ce survol fait l’objet de taxations arbitraires.

For major investors this should happen as quickly as possible and for small investors – Mrs Kauppi has already referred to this – the same principle applies but transitional arrangements will probably be necessary. An additional issue in this context is the harmonisation of conduct of business rules, which is a prerequisite for a healthy internal market.
Cela devrait se faire au plus vite pour les investisseurs de gros. Le principe est également valable pour les investisseurs de détail - Mme Kauppi a déjà insisté sur ce point -, toutefois, des règles de transition sont probablement nécessaires.

I would also like to congratulate Mrs Kauppi on her report, which has managed, as has already been said, to achieve the support of most of the political groups in this House.
