Is aware that the KAD project is a significant undertaking for Parliament which aims to rationalise Parliament's administration in Luxembourg to obtain synergies; recognises the efforts to communicate the state-of-play of the KAD building to the Committee on Budgets and requests that this communication continues throughout the duration of the project; notes that adaptations and downsizing have been achieved, following the requests of the Committee on Budgets, and therefore welcomes the fact that, following the second Call for Tender, the KAD project will most likely remain under and, in any case, not exceed the predetermined financial framework; notes that due to construction of the KAD building, the total payments per year in future would be lower than rent expenses of comparable property;

Recognises the efforts made in 2012 to communicate the state of play of the KAD building to the Committee on Budgets, and requests that this communication continues throughout the duration of the project, in particular with respect to the result of the amended Call to Tender; notes that adaptations and downsizing of 8 000 m have been made in order to remain under or adhere to the predetermined financial framework for the KAD project, following the request of the Committee on Budgets; welcomes the savings of more than EUR 10 million in interest payments in the coming years – relative to the 2012 financing estimates for the project – achieved by transfers for early advance payments for both the KAD and the Trebel buildings; believes that, in the context of the growing majority among Members in favour of new working arrangements, Parliament’s building projects need to be handled cautiously, and that caution should prevail over ambition; encourages the continuation of this fruitful dialogue, and asks that the information requested be delivered in a timely manner;

Points out, as regards buildings policy, that Parliament is striving to rationalise the allocation of its existing space and to realise cost savings and economies of scale; points out that the KAD extension project currently under way, the cost of which is estimated at about EUR 549,6 million (at 2016 prices), will allow the geographical concentration of Parliament’s Administration in Luxembourg, and that all other buildings currently rented in Luxembourg will be gradually vacated, thus enabling substantial savings to be made once the project is completed; draws attention to the fact that the financing of this building project might require the setting up of specialised legal structures (a special-purpose vehicle), as the Financial Regulation prohibits direct borrowing, and that cost savings could be achieved if this project were to be financed directly from the budget or by means of a direct loan, which clearly shows the need for adjustments to be made to the Financial Regulation in order to guarantee more transparent and more direct implementation of future building projects;
