In conclusions adopted at its meeting of 14 April 2005, the Justice and Home Affairs Council called for the establishment of a system of mutual information between those in charge of migration and asylum policy in the Member States, based on the necessity to communicate information on measures considered likely to have a significant impact on several Member States or on the European Union as a whole and allowing for an exchange of views between Member States and the Commission at the request of any one of the Member States or the Commission.
Dans ses conclusions adoptées le 14 avril 2005, le Conseil Justice et affaires intérieures a demandé l'instauration d'un système d'information mutuelle entre les responsables des politiques d'immigration et d'asile des États membres tenant compte de la nécessité de diffuser des informations relatives aux mesures considérées comme susceptibles d'avoir un impact significatif sur plusieurs États membres ou sur l'Union européenne dans son ensemble et permettant un échange de vues entre certains États membres et la Commission à la demande de l'un de ces États ou de la Commission.

The Committee on Citizens' Freedoms and Rights, Justice and Home Affairs therefore calls on the committee responsible to incorporate the following points in its motion for a resolution:
La commission des libertés et des droits des citoyens demande à la commission des budgets, compétente au fond, d'incorporer les points suivants dans sa proposition de résolution:

11. Considers that the EU's external policy is an important tool for exerting a positive influence over the development of non-Member State partners in the area of justice and home affairs and calls on the Commission to make full use of all the possibilities for judicial and police cooperation available within the various agreements (association agreements, partnership and cooperation agreements, Stability Pact, Cotonou Agreement); also hopes that these measures will be supplemented by other forms of flexible cooperation in which civil society is involved (citizens' and workers' organisations) in order to combat effectively scourges such as organised crime, trafficking in human beings, money laundering, illegal trafficking and fraud, which are a threat to the European Union, the States concerned and their societies;
11. estime que l'UE dispose, par le biais de son action extérieure, d'un outil important pour influencer positivement l'évolution des pays tiers partenaires dans le domaine de la justice et des affaires intérieures et invite la Commission à exploiter pleinement toutes les possibilités de coopération judiciaire et policière offertes dans le cadre des différents accords (d'association, de partenariat et de coopération, Pacte de stabilité, Accord de Cotonou); souhaite également qu'on complète ces actions par d'autres formes de coopération souples impliquant la société civile ( milieux associatifs et industriels) pour lutter efficacement contre les fléaux tel que la criminalité organisée, la traite des êtres humains, le blanchiment d'argent, les traffics illégaux et la fraude qui constituent une menace pour l'Union, les Etats concernés et leurs sociétés;

11. The Committee on Citizens’ Freedoms and Rights, Justice and Home Affairs therefore proposes that plenary support the Commission proposals but, at the same time, calls on the Commission to present a proposal well before the end of 2001, consolidating all the initiatives designed to create an area of freedom, security and justice on the basis of Title VI of the Treaty on European Union and Title IV of the Treaty establishing the European Community, in order to strengthen citizens’ rights and fundamental rights.
La commission des libertés propose donc à l'Assemblée de soutenir les propositions de la Commission mais, parallèlement, nous invitons la Commission à présenter en temps utile, avant la fin de l'année 2001, une proposition de cadre consolidé couvrant l'ensemble des initiatives visant au développement d'un espace de liberté, de sécurité et de justice et reposant sur le titre VI du traité sur l'Union européenne et sur le titre IV du traité instituant la Communauté européenne, en vue de renforcer les droits civiques et fondamentaux.
