So to the extent that this bill would further the enforcement of the Criminal Code and ensure that those peace officers and others who are given the responsibility to enforce the Criminal Code are going to have the mental health, the ability to come back to work sooner, and the ability to address issues that arise, even if they don't arise in the context of a Criminal Code charge or conviction, it is my opinion that the Parliament of Canada does have the constitutional jurisdiction under its powers with respect to criminal law, but it would also have that jurisdiction with respect to its rights as employer with respect to the RCMP and prison guards in prisons that are within federal jurisdiction.
