That, in the opinion of the House, the government should, as long called for by the Bloc Québécois and now called for by the Member for Beauce, end the so-called federal spending power in the jurisdictions of Quebec and the provinces, eliminate the federal programs that violate the division of powers, and transfer tax points to the provinces by: a) eliminating all federal spending in the jurisdictions of Quebec and the provinces, unless express authorization is given by Quebec or the province; b) providing a systematic right to opt out with full financial compensation and without condition of all existing and future programs, whether co-funded or not, that intrude into jurisdictions of Quebec and the provinces; c) transferring, at the request of Quebec or a province, fiscal room in the form of tax points and/or GST to replace the amounts that the province would otherwise have received under the Canada Health Transfer, federal programs in its areas of jurisdiction and the transfer for social programs and postsecondary education indexed to 1994-1995 levels.

So I have the honour of moving the following motion, seconded by the leader of our party, the member for Toronto—Danforth: That the motion of the Bloc be amended by deleting all the words after “That, in the opinion of the House” and substituting the following: in order to honour the commitment to limit the federal spending power in Quebec's exclusive areas of jurisdiction, given the unanimous recognition by this House of the Quebec nation and the longstanding consensus in Quebec in this regard, the government should, so as to implement co-operative and assymetrical federalism: (a) provide a systematic right to opt out, with full financial compensation and without condition, of all existing and future programs, whether co-funded or not, that intrude into the exclusive jurisdictions of Quebec; (b) eliminate all federal spending in the exclusive jurisdictions of Quebec once a specific agreement has been reached by mutual consent with the government of Quebec; (c) transfer, at the request of the Government of Quebec, equivalent fiscal room.
J'ai donc l'honneur de proposer la motion suivante, secondée par le chef de notre parti, le député de Toronto—Danforth: Que la motion du Bloc soit modifiée par substitution aux mots suivant les mots « Que, de l'avis de la Chambre », de ce qui suit: dans le but de respecter l'engagement d'encadrer le pouvoir fédéral de dépenser dans les champs de compétence exclusifs du Québec, vu la reconnaissance unanime par cette Chambre de la nation québécoise et vu le consensus historique au Québec en ce sens, le gouvernement devrait, afin de mettre en pratique le fédéralisme coopératif et asymétrique: a) prévoir un droit de retrait systématique avec pleine compensation financière et sans condition pour tous les programmes, existants ou non, cofinancés ou non, qui empiètent dans les champs de compétence exclusifs du Québec; b) éliminer toutes les dépenses effectuées par le gouvernement fédéral dans un champ de compétence exclusif du Québec après la conclusion d'une entente spécifique de gré à gré avec le gouvernement du Québec; c) transférer à la demande du gouvernement du Québec un espace fiscal équivalent.

I am telling you that if the government was taking care of its own jurisdiction without intruding in the jurisdictions of Quebec and the provinces, the armed forces would probably be much better equipped and the Liberal government would focus on solving the problems that are truly Canadian instead of intruding in Quebec and provincial jurisdictions.
