On a positive note, the rapporteur's viewpoint is that the reflection period on the Constitutional Treaty ratification process decided by the Brussels European Council of 16–17 June 2005 presents an excellent occasion to further identify and examine any existing shortcomings in the CFSP/ESDP fields and proposes that these shortcomings be appropriately addressed, firstly by making the most of the existing treaties, and secondly, when the time comes, according to the new constitutional provisions.

(8) Third, there is a need to establish Europe-wide standards as regards the independence, integrity and accountability of the national statistical institutes in response to the invitation addressed to the Commission by the Council on 2 June 2004 to present by June 2005 a proposal to develop minimum European standards for the institutional set-up of statistical authorities, which reinforce the independence, integrity and accountability of the Member States’ national statistical institutes.
(8) Troisièmement, il est nécessaire d’établir des normes à l’échelle de l’Europe concernant l’indépendance, l’intégrité et la responsabilité des instituts nationaux de statistiques dans le prolongement de l’invitation adressée le 2 juin 2004 à la Commission par le Conseil pour qu'elle présente avant juin 2005 une proposition afin de mettre au point des normes européennes minimales pour l’édifice institutionnel d’autorités statistiques qui renforcent l’indépendance, l’intégrité et la responsabilité des instituts nationaux de statistiques des États membres.

By the present decision, the Commission therefore proposes that Belgium take the following appropriate measures: before 30 June 2005, Belgium should abolish the special option scheme applicable to depreciations, as provided for by Article 121 of the programme act, in respect of all ships not engaged in eligible activities.
