10. Welcomes the adoption by the Syrian opposition of a National Pact and of a Common Political Vision for the transition in Syria issued following the conference of 2/3 July 2012 held under the auspices of the League of Arab States in Cairo and calls on Syrian opposition forces within and outside the country to overcome their internal divisions and to unite so as to form a provisional, inclusive and representative government that would represent them at the international level; calls on the Free Syrian Army to respect the international humanitarian and human rights law and to grant such commitments on the ground;

– having regard to the conclusions of the International Afghanistan Conferences of 2011 and 2012, including those held in Bonn in December 2011, in Chicago in May 2012, in Kabul in June 2012 and in Tokyo in July 2012,

– having regard to the recommendations adopted by the European Union-Albania Stabilisation and Association Parliamentary Committee (SAPC) during its fifth meeting, held on 11 and 12 July 2012,

A. whereas Libya held its first democratic and free elections in July 2012 in a remarkably peaceful and orderly manner; whereas the country witnessed the first peaceful transfer of power in its history on 9 August 2012, from the National Transitional Council to the General National Congress, tasked with adopting a constitution and other essential legislative reforms;

With regard to point (a), in the light of the information made available through the information notes dated 30 May, 11 July and 13 July 2012, the General Disclosure document sent on 31 July 2012 and in particular recitals 77 to 96, and the hearings held in the course of the consultation process, it is considered that all information which could be disclosed within the limits of the requirements regarding confidentiality has been provided to interested parties.

In regard to point (b) above and as mentioned in a note for the file dated 13 July 2012 sent to the said interested parties following the hearing held on 11 July 2012, the Commission confirmed that in the absence of the customer names as mentioned above, the Commission refers to recital 47 above.

During a subsequent hearing held on 3 July 2012 and by means of an information note placed on 11 July 2012 in the file for inspection by interested parties, all parties were informed that the Indian producer was using coating ‘A’ for the production of standard fasteners.
