What we must be aware of – and many of you are unaware of this – is that for a long time this problem has effectively deadlocked any agreement on the Fifth Framework Programme because the Council wanted both to reduce the appropriations for the JRC while at the same time paying all the costs of decommissioning, as it were.

The main differences of opinion concern the overall amount to be allocated to the programme (the EP being in favour of an increase of ECU 400 million), the breakdown of this additional amount, in particular between areas of activity 2 (international cooperation) and 3 (dissemination and utilization of results), the role of the Joint Research Centre (the EP wanting the JRC's operating budget increased and the proportion of its activities subject to a competitive approach decreased) and the breakdown of the overall amount (the EP being against the overall amount being spread over two periods).
Ces points concernent essentiellement le montant global à allouer au programme (PE en faveur d'une augmentation de 400 Mécus), la ventilation de ce montant additionnel notamment en faveur des actions 2 (coopération internationale) et 3 (diffusion et valorisation des résultats), le rôle du Centre Commun de Recherche (PE souhaite une augmentation du budget opérationnel du CCR, en réduisant la part de ses activités soumises à la compétitivité) et la répartition du montant global (PE contre une répartition du montant global en 2 périodes).
