Welcomes the legal decriminalisation of defamation and the deepening dialogue between the government and journalists on issues relating to freedom of expression; calls on the authorities to continue to strengthen and promote freedom of information and pluralism of the media, which must be free of any form of political or financial influence and must be consistently applied; however, expresses concern that the country has fallen significantly in the ‘Reporters Without Borders’ Freedom Index and calls for further efforts towards strengthening professional standards in journalism, investigative journalism, promoting media pluralism, the independence of the public service broadcaster, the enforcement of employment rights of media workers, transparency of media ownership, sustainability and compliance with European standards; notes with concern the widespread self-censorship among journalists and the absence of any self-regulating media organisation; expresses concern that most government-funded advertising is channelled towards the pro-government media; supports social media activists who lobbied against censorship of the internet;

D. whereas, according to the UN report on targeted killings, combat drone operations ‘necessarily lead to indiscriminate killings of civilians’; whereas, according to the Long War Journal, Pakistan Body Count and the Bureau of Investigative Journalism, between 2 412 and 3 701 people have been killed in combat drone operations in Pakistan since 2004, among them 154 to 2 512 civilians (416 to 951 according to the Bureau of Investigative Journalism); whereas US combat drone strikes have been reported in Afghanistan, Pakistan, Yemen, Libya, Iraq, Somalia and Uganda;

The notification shall be published by the Commission in the C series of the Official Journal of the European Union. Any delegated act adopted pursuant to point (e) (i) or point (f) shall cease to have effect seven days after the publication of the notification in the Official Journal of the European Union.

21. Calls for journalists to be protected from pressures, intimidation, harassment, threats and violence, recalling that investigative journalists are often threatened and physically attacked, and even have attempts made on their lives as a result of their activities; stresses the importance of ensuring justice and fighting against impunity for such acts, also pointing to their chilling effect on free expression, which leads to media self-censorship; emphasises that investigative journalism helps monitor democracy and good governance, as well as uncovering irregularities and criminal offences, thus being of assistance to the prosecution authorities; urges Member States and the EU to support and promote investigative journalism and to promote ethical journalism in the media by developing professional standards and appropriate redress procedures, notably through professional training and codes of conduct established by media associations and unions;
21. demande que les journalistes soient protégés des pressions, de l'intimidation, du harcèlement, des menaces et de la violence, en rappelant que les journalistes d'investigation font souvent l'objet de menaces, d'agressions physiques et même de tentatives d'assassinat en raison de leurs activités; souligne l'importance de garantir la justice et de lutter contre l'impunité de ces actes, en signalant aussi qu'ils ont tendance à figer la liberté d'expression et à provoquer l'autocensure au sein des médias; souligne que le journalisme d'investigation contribue à surveiller la démocratie et la bonne gouvernance, ainsi qu'à déceler les irrégularités et les infractions pénales, venant ainsi en aide aux instances judiciaires; invite instamment les États membres et l'Union à soutenir et encourager le journalisme d'investigation et à encourager le journalisme éthique dans les médias en élaborant des normes professionnelles et des procédures de recours appropriées, notamment grâce à des formations et des codes de conduite établis par les fédérations et syndicats des médias;

44. Stresses the need for journalists and media professionals to remain alert to developments in their ever-changing professions and to take advantage of the possibilities offered by social networks, which are likely to enable them to expand their knowledge networks and facilitate what could be called ‘web monitoring’; observes with interest that, despite the irreversible emergence of social networks, journalism has kept its key role in news broadcasting, since journalists use these highly diverse networks to carry out in-depth research and check facts, thus giving rise to a new model of participatory journalism and furthering the dissemination of information;
44. souligne la nécessité pour les professions du journalisme et des médias de rester attentifs aux évolutions permanentes de leurs métiers, de profiter des avantages offerts par les réseaux sociaux qui leur permettent de toute évidence d'étendre leur réseaux de connaissances et favorisent une sorte de «veille sur la toile»; face au phénomène irréversible que représente les réseaux sociaux, note avec intérêt que le journalisme conserve toute sa place dans la diffusion de l'actualité, dans la mesure où c'est dans un partenariat avec ces réseaux, source d'une vraie richesse de diversités qu'il peut mener un véritable travail d'investigation et de vérifications pour proposer un nouveau modèle de journalisme participatif et promouvoir l'information;
