The ESOs shall prepare the joint work programme indicating all requested deliverables, responsible technical bodies and a timetable for the execution of the work in line with the deadlines set out in Annex II. The ESOs shall submit the work programme to the Commission by 31 July 2016 and shall provide access to an overall project plan to the Commission.

In the framework of this joint work programme, the social partners have started work on a number of issues including annual reporting on social partners' initiatives in Member States to implement the employment guidelines, annual reporting on the implementation of their framework of actions on the lifelong development of competencies and qualifications, negotiations with a view to drafting a framework for action on gender equality, negotiations with the aim of concluding a voluntary framework agreement on stress at work, and orientations for reference in managing the social consequences of change, as well as the organisation of national seminars to promote the development of social dialogue in the acceding countries.
Dans le cadre de ce programme de travail conjoint, les partenaires sociaux ont entamé leurs travaux sur un certain nombre de questions, notamment l'établissement d'un rapport annuel sur les initiatives prises par les partenaires sociaux dans les États membres pour exécuter les lignes directrices pour l'emploi, l'établissement d'un rapport annuel sur la mise en oeuvre de leur cadre d'actions pour le développement des compétences et des qualifications tout au long de la vie, les négociations portant sur l'élaboration d'un cadre d'actions en matière d'égalité entre les femmes et les hommes, les négociations devant aboutir à un accord-cadre volontaire sur le stress au travail, et les orientations concernant la gestion des conséquences sociales du changement, ainsi que l'organisation de séminaires nationaux destinés à encourager le dialogue social dans les pays adhérents.

It then proposes (section 2) a number of concrete objectives which could form the basis for a joint work programme to be agreed by the Council; and finally (section 3) puts forward suggestions as to how to take forward this work programme in the context of the "open method of coordination" [3] proposed for cooperation in the education field by the European Councils of Lisbon and Feira [4].
