TRADUCTIONS EN CONTEXTE

Since the objectives of this Regulation, namely the strengthening of industrial research and innovation across the Union by means of the implementation of the S2R initiative by the S2R Joint Undertaking, cannot be sufficiently achieved by the Member States, but can rather, by reason of avoiding duplication, retaining critical mass and ensuring that public financing is used in an optimal way, be better achieved at the Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
Étant donné que les objectifs du présent règlement, à savoir le renforcement de la recherche et de l'innovation industrielles dans l'ensemble de l'Union par le biais de la mise en œuvre de l'initiative S2R par l'entreprise commune S2R, ne peuvent pas être réalisés de manière suffisante par les États membres mais peuvent, en raison de la nécessité d'éviter tout double emploi, de conserver une masse critique et d'assurer une utilisation optimale des fonds publics, l'être mieux au niveau de l'Union, celle-ci peut prendre des mesures conformément au principe de subsidiarité consacré à l'article 5 du traité sur l'Union européenne.

10. Ascertains from the Joint Undertaking that the Member States’ contributions were under the level of 1,8 times the Union contribution as requested by the Joint Undertaking’s statute in order to comply with the limitations imposed by the State aid rules; notes in particular that for the industrial participants in large pilot line projects the total public funding cannot exceed 25 % while the Joint Undertaking’s statute requires allocating the same reimbursement rate to each participant;
10. souligne que, d'après l'entreprise commune, les apports des États membres se situent sous le seuil de 1,8 fois la contribution de l'Union fixé par ses statuts pour assurer le respect des limites qu'imposent les règles sur les aides d'État; constate en particulier que le volume total des financements publics accordé aux participants industriels à de vastes projets pilotes est plafonné à 25 %, alors que les statuts de l'entreprise commune imposent l'application d'un même taux de remboursement à chaque participant;

In the event of the Commission’s opposition, the Community contribution cannot be used by the Joint Undertaking for those purposes.

As the Joint Undertaking cannot just be a joint Fund established by the ESA and the EU and the whole potential of the programme is based on the economic, environmental, transport and social added value of Galileo applications, this point must be included in the preamble to the Regulation.
