12. Underlines the need for the EP to be entirely involved in both the negotiating process and the long term monitoring of the functioning of the new Protocol to comply with its TFUE obligations regarding the fully and promptly information of Parliament; Recalls its conviction that the European Parliament should be represented at the Joint Committees meetings foreseen by the fisheries agreements, and insists on the benefits that all parties could take from the participation of the concerned sector to the Joint Committees meetings, given its expertise;
12. souligne la nécessité d'être pleinement associé tant au processus de négociation qu'au suivi à long terme des modalités de fonctionnement du nouveau protocole et du respect, en la matière, des obligations prévues dans le traité FUE d'informer entièrement et rapidement le Parlement; réaffirme sa conviction de devoir être représenté aux réunions des commissions mixtes prévues par les accords dans le secteur de la pêche et met en exergue les bénéfices que l'ensemble des parties pourrait tirer d'une participation des acteurs concernés aux réunions de ces commissions au regard des compétences des intéressés;

12. Considers that the regular joint consultation meetings on the CFSP should be complemented by additional meetings to be held should the need arise to provide ex ante information; suggests, in this regard, that the meetings should also be geared to learning key strategic and politico-military lessons in order to improve the planning and management of future missions and help develop a forward-looking approach to future needs; recalls, further, its right to be consulted and the need for it to be adequately informed about urgent financing arrangements for certain initiatives launched under the CFSP in line with Article 41(3) of the TEU;
12. est d'avis que les rencontres de concertation régulières sur la PESC devraient être complétées par des rencontres supplémentaires au cas où une information ex ante s'avèrerait nécessaire; suggère, dans ce contexte, que ces rencontres aient aussi pour objet de dégager des enseignements stratégiques et politico-militaires afin d'améliorer la planification et la gestion des missions à venir, et pour contribuer à développer une approche prospective des besoins futurs; rappelle par ailleurs son droit d'être consulté et la nécessité d'être dûment informé sur les modalités de financement d'urgence de certaines initiatives lancées dans le cadre de la PESC conformément à l'article 41, paragraphe 3, du traité UE;

Furthermore, the Council Presidency will keep the European Parliament informed by holding joint consultation meetings at least five times a year, in the framework of the regular political dialogue on the CFSP, to be agreed at the latest at the conciliation meeting to be held before the Council's second reading.
