It is necessary that financial conglomerates are identified throughout the Union according to the extent to which they are exposed to group risks, on the basis of common guidelines to be issued by the European Supervisory Authority (European Banking Authority) established by Regulation (EU) No 1093/2010 of the European Parliament and of the Council (EBA), the European Supervisory Authority (European Insurance and Occupational Pensions Authority) established by Regulation (EU) No 1094/2010 of the European Parliament and of the Council (EIOPA) and the European Supervisory Authority (European Securities and Markets Authority) established by Regulation (EU) No 1095/2010 of the European Parliament and of the Council (ESMA) in accordance with Article 56 of Regulation (EU) No 1093/2010, of Regulation (EU) No 1094/2010 and of Regulation (EU) No 1095/2010, through the Joint Committee of the European Supervisory Authorities (Joint Committee).

19. Urges the EU to pro-actively contribute and support, at the upcoming UNHRC session, a resolution relating to the report on follow-up of the committee of independent experts to the international fact-finding mission on the Gaza conflict, in order to ensure accountability for the violations of international law and support a referral to the GA and to International Justice mechanisms in the event of Israel and Palestinian parties failing to comply with their obligation to carry out investigations according to international standards; further calls on the High Representative to actively monitor compliance with the findings of the ‘Follow-up to the report of the international fact-finding mission on the incident of the humanitarian flotilla’, ensuring principles of accountability and liability are upheld; underlines in this respect that human rights aspects have to be first discussed within the EU-Israel Association Council and the EU-PA Joint Committee; is particularly concerned by the fact that the conclusions of the EU-Israel Association Council of 21 February 2011 do not reflect the EU position on this matter;
19. presse l'Union de prendre des initiatives, lors de la prochaine session du CDH, afin d'apporter sa contribution et son soutien à une résolution relative au rapport sur la suite donnée par le comité d'experts indépendants à la mission d'enquête internationale sur le conflit à Gaza afin de veiller à ce que les coupables de violations du droit international rendent compte de leurs agissements et d'appuyer une saisine de l'Assemblée générale des Nations unies et le recours aux mécanismes de justice internationale dans l'éventualité où les parties israélienne et palestinienne ne se seraient pas conformées à leur obligation de mener des enquêtes, conformément aux normes internationales; invite en outre la haute représentante à contrôler activement le respect des constatations de la "suite donnée au rapport de la mission internationale d'établissement des faits concernant l'incident de la flottille humanitaire", en garantissant le respect de l'obligation de rendre des comptes et du principe de responsabilité; souligne à cet égard que les questions liées aux droits de l'homme doivent en premier lieu être débattues au sein du conseil d'association UE-Israël et du comité mixte UE-Autorité palestinienne; se déclare particulièrement préoccupé par le fait que les conclusions formulées le 21 février 2011 par le conseil d'association UE-Israël ne reflètent pas la position de l'Union en la matière;

For all other decisions of the Joint Committee regarding amendments to the Annexes to the Agreement, the Union’s position shall be decided by the Commission after having consulted the committee of the ‘Youth in Action’ programme and/or the committee of the action programme in the field of lifelong learning as applicable in accordance with the procedure referred to in Article 9(2) of Decision No 1719/2006/EC and Article 10(2) of Decision No 1720/2006/EC.
