TRADUCTIONS EN CONTEXTE

The Commission will: – Foster the comparability of qualifications, credits and registration systems through international cooperation and dialogue; – Enhance the quality of mobility through a reinforced Erasmus Charter by the end of 2013 including through guidelines for HEIs for self-assessment and monitoring; – Promote the implementation of U-Multirank, the new multi-dimensional and international ranking tool for HEIs to enhance the transparency, comparability and benchmarking between HEIs; – Support cooperation with national promotion agencies and alumni associations by sharing information and coordinating joint actions in order to market Europe as a high-quality study and research destination (e.g. student fairs and the design of joint promotion tools).
La Commission: – soutiendra la comparabilité des diplômes, crédits et systèmes d'enregistrement en coopérant et en dialoguant à l’échelle internationale; – améliorera la qualité de la mobilité par le renforcement de la charte Erasmus d'ici à la fin de 2013, y compris au moyen de l’adoption de lignes directrices pour l’auto‑évaluation et le suivi destinées aux EES; – promouvra la mise en œuvre de U‑Multirank, le nouvel instrument pluridimensionnel et international de classement des EES, aux fins d’améliorer la transparence entre les EES ainsi que leur comparabilité et leur référenciation; – soutiendra la coopération avec les agences nationales de promotion et les associations d’anciens étudiants, en échangeant des informations et en coordonnant des actions communes visant à faire la publicité de l’Europe en tant que destination d’études et de recherche de qualité (p. ex. des foires destinées aux étudiants et la conception d’instruments communs de promotion).

Regrets that little progress has been made to implement Regulation (EC) No 1049/2001 as regards the obligation for the institutions, agencies and other bodies to keep complete registers of documents, as provided for in its Articles 11 and 12 and, ultimately, in the Lisbon Treaty and the Charter of Fundamental Rights; calls for a common approach on registers to be established, and calls on those EU institutions that have not yet established registers of documents to do so, and to implement measures to standardise the classification and presentation of the institutions’ documents; reiterates, in this regard, further to a common access point to EU documents through the three institutions’ portals, its call for common procedures and criteria for registration and the assignment of an interinstitutional code to each document so that, eventually, a common interinstitutional register, including a dedicated joint database on the state of play of legislative files, could be established.

It is essential that the research activities carried out under the Eurostars Joint Programme conform to basic ethical principles, including those reflected in Article 6 of the Treaty on European Union and in the Charter of Fundamental Rights of the European Union, and follow the principles of gender mainstreaming and gender equality.

Also, the report identified best practices by Member States regarding the voluntary or forced return of third-country nationals to their country of origin or transit, such as the promotion of Assisted Voluntary Return Programmes for sustainable return, return counselling, and the organisation of joint return operations, including charter flights.

– (FR) Obviously, we voted against this Italian Government initiative for several European countries to organise joint charter flights to return ‘illegal nationals’ to their countries of origin, not only because its brutality really does give the European Union a ‘fortress Europe’ image, but also and in particular because we reject the very idea of a fortress Europe surrounded by barbed wire and using military force to expel undesirable migrants.
