JASPERS (Joint Assistance to Support Projects in European Regions) is a new technical assistance facility to be managed by the EIB.

In order to ensure sectoral diversification of beneficiaries of financial instruments as well as to encourage gradual geographical diversification across the Member States, and with particular regard to those Member States which are eligible for support from the Cohesion Fund, the Commission in partnership with the European Investment Bank, through joint initiatives such as the European PPP Expertise Centre (EPEC) and the Joint Assistance to Support Projects in European Regions (Jaspers), should provide support to the Member States in developing an appropriate pipeline of projects that could be considered for project financing.

The EIAH should in particular build upon good practices in existing programmes, such as ELENA (European Local ENergy Assistance), EEEF (European Energy Efficiency Fund), JEREMIE (Joint European Resources for Micro to Medium Enterprises), JASPERS (Joint Assistance to Support Projects in European Regions), JESSICA (Joint European Support for Sustainable Investment in City Areas) and JASMINE (Joint Action to Support Micro-finance Institutions in Europe).

Calls on the Commission to step up efforts to provide technical assistance to Member States and regions by setting up an appropriate training programme; welcomes the Joint Assistance in Supporting Projects in European Regions (JASPERS) initiative to provide assistance in implementing large projects;

Expresses support for the joint programming initiative proposed by the Commission and taken over by the Council, to be conducted for an initial group of 11 African, Caribbean and Pacific States (ACP countries) plus Vietnam and Nicaragua, and takes the view that the programming currently under way for the ACP countries could be a good start; underlines, however, the importance of making sure that pilot initiatives do not conflict with ongoing joint measures in the partner countries (such as Joint Assistance Strategies) but rather strengthen existing processes;
