The ECSC is based on the cooperation established between the Benelux countries in the iron and steel sector and it gives substance to the Declaration of 9 May 1950 in which Robert Schuman described the plan which he had devised with Jean Monnet, which consisted in placing all French and German coal and steel production under a joint High Authority within an organization open to other countries of Europe.
La CECA s'inspire de la coopération instaurée entre les pays du Bénélux dans le secteur sidérurgique et cristallise la déclaration du 9 mai 1950, dans laquelle Robert Schuman exposait le plan conçu avec Jean Monnet, qui consistait à "placer l'ensemble de la production franco-allemande de charbon et d'acier, sous une Haute Autorité commune, dans une organisation ouverte à la participation des autres pays d'Europe".
