E. whereas on 31 January 2014 Egyptian security forces, in response to terrorist attacks, killed 13 Al-Qaida-inspired fighters in the Sinai peninsula, and four soldiers were killed and 9 others wounded in a bus attack in Sinai on 26 January 2014;

A. whereas on 14 and 15 January 2014, Egyptians approved, with a turnout of 38.6 % and by an overwhelming majority of 98.1 % of those who participated in the referendum, the new Constitution of the country;

D. whereas the Constitutional Declaration issued on 8 July 2013 defined a roadmap with parliamentary elections taking place before the presidential one, while the constitution does not specify which election would be held first, but Article 230 outlines the timeframes for those elections to be held; whereas the Egyptian interim President, Adly Mansour, has since called for presidential elections to take place first; whereas army chief Abdel Fatah al-Sisi declared that if the Egyptians ask for it he will run for president; whereas Abdel Fatah al-Sisi was promoted to field marshal on 27 January 2014 by interim President Mansour, and announced that he would run for president on the same day;

F. whereas violations of fundamental freedoms and human rights remain widespread in Egypt; whereas violence, incitement and harassment against political opponents, journalists and civil society activists further increased in the run-up to the referendum; whereas many political and civil society activists, including Alaa Abdel Fattah, Mohamed Abdel from the Egyptian Centre for Economic and Social Rights, and Ahmed Maher and Ahmed Douma, leaders of the April 6 movement, as well as members of various political parties, were arrested and convicted over the past weeks; whereas on 12 January 2014 the Egyptian National Council for Human Rights released a report after having visited the aforementioned prominent activists in Tora prison, criticising their conditions of detention and calling for an end to their mistreatment;
F. considérant que les violations des libertés fondamentales et des droits de l'homme demeurent largement répandues en Égypte; considérant que les violences, l'incitation à la violence et le harcèlement à l'encontre des opposants politiques, des journalistes et militants de la société civile ont encore connu une recrudescence à l'approche du référendum; considérant que de nombreux militants politiques et de la société civile, notamment Alaa Abdel Fattah, Mohamed Abdel, du Centre égyptien pour les droits économiques et sociaux, Ahmed Maher et Ahmed Douma, figures de proue du mouvement du 6 avril, ainsi que des membres de différents partis politiques ont été arrêtés et déclarés coupables ces dernières semaines; considérant que, le 12 janvier 2014, le Conseil national pour les droits de l'homme a publié un rapport après avoir rendu visite aux célèbres militants susmentionnés dans la prison de Tora, critiquant leurs conditions de détention et appelant à mettre fin aux mauvais traitements qui leur sont infligés;

B. whereas, in her statement of 19 January 2014, Vice-President / High Representative Catherine Ashton congratulated the Egyptian people and authorities for organising the vote in a largely orderly manner and said that alleged irregularities did not appear to have fundamentally affected the outcome; whereas, according to the Egyptian Ministry of the Interior, 10 people died, many were injured and 444 were arrested in events related to the referendum; whereas various domestic and international actors voiced concerns about procedural irregularities during the vote, the crackdown on those who had been campaigning against the draft constitution, and the one-sided public debate ahead of the referendum;
