The fact that the liberal professions are covered by this Directive should not oblige Member States to treat them as undertakings or merchants for purposes outside the scope of this Directive.

8. Points out that it is both necessary and beneficial to the liberal professions to promote competition and freedom of provision of services in their own Member States and throughout the European Union;

12. Calls upon the Commission to carefully consider the principles and concerns expressed in this resolution when analysing the rules governing the exercise of the different liberal professions in the Member States;

The fact is, however, that the perfect agreement that has been reached between conservatives, Labour Party members, liberals and socialists, on the end of this derogation period is based on the fact that, as the report itself says, “the possibilities for derogation [are] sufficient in order to provide the necessary flexibility” and this will not therefore have “adverse effects on employment opportunities for young people”.
