21. Confirms its support for the ITER programme and is committed to securing its appropriate financing; is concerned, however, about possible further delays and additional costs of this programme as well as the related potential repercussions on the Union budget; regrets, therefore, that it was unable to assess the level of the 2016 ITER appropriations against the updated payment plan and schedule, which is only due to be presented in the ITER Council in November 2015; expects, however, that this revised plan will provide sufficient evidence that Parliament's recommendations, as set out in the relevant 2013 discharge resolution , have been properly taken into account and that financial soundness and spending efficiency will be ensured; intends to raise this matter in the 2016 budgetary conciliation; moreover, insists on the need for full transparency regarding the use of Fusion for Energy's contributions to the ITER programme; calls for a proper accountability mechanism giving a clear overview of the amount of financial resources provided to the international project and evaluating their efficient use;

Notes with concern that the Court's report contains an emphasis of matter as a part of its statement of assurance, which indicates a significant risk of increase to which the amount of the Joint Undertaking's contribution to the construction phase of the ITER project is exposed; notes furthermore that the risk of increase of the amount of the contribution results mainly from changes in the scope of the project deliverables as well as from the current schedule which is not considered as realistic and is currently under revision; believes in the importance of a realistic approach for an effective budget and financial management ; notes that the Joint Undertaking is contributing to the ITER-wide exercise of providing an overall realistic schedule for the whole project; calls on the Joint Undertaking to submit it urgently to the ITER Council;

Council Decision 2007/198/Euratom established the European Joint Undertaking for ITER and the Development of Fusion Energy (‘Joint Undertaking’) in order to make available the contribution of the European Atomic Energy Community (‘Euratom’) to the ITER International Fusion Energy Organisation and to the Broader Approach Activities with Japan, as well as to prepare and coordinate a programme of activities in preparation for the construction of a demonstration fusion reactor and related facilities.
La décision 2007/198/Euratom du Conseil a institué une entreprise commune européenne pour ITER et le développement de l'énergie de fusion (ci-après dénommée «entreprise commune») afin d'apporter la contribution de la Communauté européenne de l'énergie atomique (ci-après dénommée «Euratom») à l'Organisation internationale ITER pour l'énergie de fusion et aux activités relevant de l'approche élargie avec le Japon ainsi que pour élaborer et coordonner un programme d'activités en préparation de la construction d'un réacteur de fusion de démonstration et des installations associées.

In its conclusions of 12 July 2010 on the Commission's Communication ‘ITER status and possible way forward’, the Council requested the Commission to examine and address the way in which the Commission, the Member States and the Joint Undertaking should implement their responsibilities and tasks on ITER.
Dans ses conclusions du 12 juillet 2010 sur la communication de la Commission intitulée «État d'avancement d'ITER et pistes pour l'avenir», le Conseil a demandé à la Commission d'examiner et de déterminer de quelle manière elle-même, les États membres et l'entreprise commune devraient s'acquitter de leurs responsabilités et de leurs tâches en relation avec ITER.

The proposal for the Council Decision for the seventh framework programme of the European Atomic Energy Community (Euratom) for nuclear research and training activities (2007 to 2011), and the specific programme implementing that framework programme (FP7) put ITER at the heart of the European strategy for fusion and make provision for the Euratom contribution, through the Joint Undertaking to the ITER Organisation, Broader Approach Activities and other related activities with a view to preparing for demonstration fusion reactors.
La proposition de décision du Conseil relative au septième programme-cadre de la Communauté européenne de l'énergie atomique (Euratom) pour des activités de recherche et de formation en matière nucléaire (2007-2011), ainsi que le programme spécifique mettant en œuvre ce programme-cadre (ci-après dénommé «7e PC») place ITER au cœur de la stratégie européenne dans le domaine de la fusion et règle les modalités de la contribution de l'Euratom, par l'intermédiaire de l'entreprise commune, à l'organisation ITER, aux activités relevant de l'approche élargie et à d'autres activités en vue de préparer la construction de réacteurs de fusion de démonstration.

In its Conclusions of 26-27 November 2003, the European Council, by unanimous decision, authorised the Commission to put forward France as the ITER host State and Cadarache as the ITER site and decided that the Domestic Agency for Euratom should be located in Spain.
Au terme de sa session des 26 et 27 novembre 2003, le Conseil européen, par décision unanime, a autorisé la Commission à proposer la France comme l'État d'accueil d'ITER et Cadarache comme le site d'ITER, et a décidé que l'agence domestique de l'Euratom devrait être implantée en Espagne.
