Yukon shall be bounded as follows: On the south, by the Province of British Columbia and the State of Alaska; on the west, by the said State of Alaska; on the north, by that part of the Arctic Ocean called Beaufort Sea; and on the east, by a line beginning at the intersection of the north boundary of British Columbia with a line passing through a boundary pipe post set in concrete, trench and mound, numbered 600, planted by the British Columbia-Yukon-Northwest Territories Boundary Commission approximately 1 chain westerly of the left bank of the Liard River, said line having a bearing of 309 degrees with reference to the meridian through said post; thence northwesterly along said line to a point on the line of watershed separating the streams flowing into the Liard River below the La Biche River or into the Mackenzie River from those flowing into the La Biche River, into the Liard River above the La Biche River, or into the Yukon River; thence northwesterly along said line of watershed to the line of watershed of the basin of Peel River; thence northerly along the line of watershed between the Peel and Mackenzie Rivers to the sixty-seventh degree of north latitude; thence westerly along the parallel of the sixty-seventh degree of north latitude to the line of watershed between the Peel and Yukon Rivers; thence northerly along the said line of watershed to the trail across the portage in McDougall Pass between Rat and Bell Rivers; thence due north to the northern limit of the Yukon territory; the said territory to include the islands within twenty statute miles from the shores of the Beaufort Sea as far as the aforesaid due north line from McDougall Pass.

Vaseux Lake, situated, lying and being in Township eighty-five (85) in the district of Similkameen in the Province of British Columbia, and the island therein known as Sub-Lot twenty-three (23); the whole of the Okanagan River between the north end of Vaseux Lake and the Indian reserve at the south end of Dog Lake; the sloughs and channels contiguous to Vaseux Lake and the aforementioned portions of the Okanagan River, and all lands within one hundred (100) yards of the shores of the said Vaseux Lake and Okanagan River.

Mr. Chairman, the fact of the matter is, not only is the U.S. putting up a trade barrier here—you called it a trade action, but it's an illegal trade barrier—in keeping P.E.I. out of the market, they are in fact dictating agricultural policy within Canada itself through their threats that if Prince Edward Island ships beyond twenty-pound packs and seed to the rest of the country, the U.S. may retaliate against the other exporting provinces.

This challenge is, however, made difficult by the lack of homogeneity among the OCTs and by the structural handicaps that are physically curbing their development: about twenty countries linked with four Member States – The United Kingdom, the Netherlands, Denmark and France –, mostly small and island countries, with the notable exception of Greenland, very remote from the European continent, characterised by an extreme economic and social diversity (the richest are within the Community average, while the poorest are really under-developed), and also by diversity of status in terms of the relations that the overseas countries and territories have forged during their history with their mainland, relations characterised by considerable independence for some and major State supervision for others.
