D. whereas the ongoing civil war in Syria has facilitated access for militants – in particular those of the Islamic State (IS), formerly known as the Islamic State of Iraq and the Levant (ISIL) – and foreign fighters; whereas on 10 June 2014 the ISIL seized control of Mosul, the second-largest city in Iraq;
