I was in the Middle East before Christmas meeting with virtually all the major Arab countries to talk to them specifically about the issue of a peace process on the one side and the situation of Iraq on the other, trying to find what solutions there might be, trying to build some bridges through the Arab world into Iraq to say this is the way to go.

4. Underlines the fact that Iraq’s unity, sovereignty and territorial integrity are essential for stability and economic development in the country and the region; stresses that the EU has reiterated its support for the Iraqi authorities in the fight against terrorism and has emphasised that the security response needs to be combined with a sustainable political solution by the Government of Iraq, involving all Iraqi leaders and communities in a spirit of national unity; recalls that a real, inclusive political dialogue has been lacking so far, contributing to the worsening of the security context; calls on the Government of Iraq and the Kurdistan Regional Government to find an agreement on all pending issues;

14. Strongly condemns the rocket attack at Camp Hurriya on 26 December 2013, which according to various reports claimed the lives of several camp residents and left people injured; stresses that the circumstances in which this brutal incident took place must be clarified; calls on the Iraqi authorities to step up security measures around the camp so as to protect its residents from any further violence; urges the Iraqi Government to find the perpetrators of the attack and hold them accountable; notes that the EU invites all parties to facilitate the work of the UN High Commissioner for Refugees in relocating all Camp Hurriya residents to a permanent and safe location outside Iraq as soon as possible;

I think his comment, although undoubtedly well intentioned, is based on a profound misunderstanding of the obligations that Iraq finds itself under UNSCR 1441 and the 15 resolutions that preceded it.

We also ask you to recommend that the Government of Canada, similar to its decision on other regions, open the Canadian embassy in Iraq or open a diplomatic office in order to facilitate the flow of information and help in finding solutions to this problem; to insist and encourage the Government of Canada to play a constructive role in bridging the differences between Iraq and the United States; and to facilitate discussions with the intended goal of finding an end to the problem.

The Commission's decision follows on from a fact-finding and evaluation mission carried out in northern Iraq by the European Community Humanitarian Office (ECHO) in March, which identified priorities and partners on the ground.
